COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Tom Nelson Norm Orr Marvin Carter Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None Update on Water Plant — high water wall: Kurt stated that the city received a check in the amount of $100,000.00 from CHS to recover the high water wall. FEMA is going to be coming to look at the water treatment plant sometime this week. Kurt stated that he did not know how much FEMA was going to give the city, but should know sometime next week. Kurt was hoping it would be enough to rebuild the levee and make a permanent solution to the high water problem the city faces every year. Riverside Park conditions: Kurt stated that the bank at Riverside Park is eroding and is still unstable. One of the cabins was falling into the river, so Kurt hired Schesslers to pull the cabin away from the river. Kurt stated that the park could be eligible for FEMA money. The Rod & Gun Club was the only building that was damaged during the flood, and the dance floor will have to be replaced. Riverside Park remains closed at this time. Kurt, the mayor, and Heidi will be meeting with the attorney general to talk about closing the park for an additional 30 days. In the meeting, it will be discussed that the city would receive $1,000.00 per day to offset the loss of camping fees. Plans for street repairs (Kurt): Kurt stated that the crews have been out this crack sealing and filling potholes. Kurt explained that there has been a change order for pothole repair on Wyoming Avenue and West Railroad Street. Kurt stated that they are trying to establish an SID on SE 4 Street for the mill and overlay. He explained that all business owners were notified of the possible SID and had until August 11 th to protest. If the SID goes through, SE 4 street will be repaved this year, with chip sealing set up for next year. City bulk water fill station: Kurt stated that there are plans and a proposed location for the fill station. Mark stated that he will get the committee the plans for the next meeting and the committee can then decide how to move on from there. Water and sewer rate increase: Kurt stated that the public notices have not gone out yet. Kurt stated that residential customers will see a decrease in water rates, and commercial customers will see an increase. There will also be a capital improvement fee. The capital improvement fee will be $4.00 for water and $6.00 for sewer, and this fee will be the same for both residential and commercial customers. Other: None.
