Animal Ordinance
Tom Nelson asked to increase the number of dogs allowed in a residential household within the city limits. He
stated there are some families that have at least two small dogs and a larger dog. The city animal ordinance
now states that in residential districts each household shall not possess more than two adult dogs or cats. The
majority of the discussion was against allowing more than two dogs, as there is already a problem with dogs in
the city. If people are allowed to license more than two dogs, then people will have more dogs. There are a few
residents that come into city hall to license three dogs and the licenses are sold. At this time, kennel licenses are
not enforced. If the number of dogs allowed per household were increased, there could be more dog breeders in
town. A concern to the city would be a larger number of vicious dogs.
Jean Kerr spoke to the committee regarding a letter she received from a city resident, who wrote about an adult
boxer and two pups in the neighborhood which have gotten out of the yard and attacked more than once. She
said it is sad when neighbors are fearful of going outdoors because of these dogs. She stated there are small
children who ride bikes and walk down the alley next to this yard with the boxers. She hopes it does not take a
child or adult to be attacked again before something is done because she is one person that could not live with
that.
Rick Musson stated the city has limited manpower, as the animal control officer works part time. He said the
officers take calls pertaining to dogs, but another major call would take precedence.
Doug stated he would research and then talk to the city attorney to get legal advice.
Fire Hydrant Maintenance District
Doug said no one was present to talk on this topic. He asked the committee whether or not to pursue a fire
hydrant maintenance district. It was discussed that it is important to maintain and test the fire hydrants. Doug
will ask Gary Colley to come and talk to the committee.
