COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Tom Nelson Norm Orr Marvin Carter Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Rhoads, Kurt Markegard Public Input: None Update on Water Plant issue and river (Kurt): Kurt explained that the rising river water could have caused flooding to the city water plant. City workers, with help from the CHS refinery and the Laurel Fire Department, helped with the sand bagging process. They set up concrete barricades and filled over 1000 sand bags by hand to keep the water from flooding the water plant. Kurt stated that with the warmer days the snow will melt off the mountains causing the river to rise again. Kurt stated that with the high water levels and the sand, it froze up one of the pumps, causing the water plant to run at 75% capacity. Riverside Park conditions — river bank (Kurt): Kurt stated that the bank at Riverside Park is eroding. Riverside Park remains closed at this time. Kurt explained that with the high water conditions it caused the boat ramp to flip over. There is water coming out of the septic and the ground due to the high water levels. Kurt submitted $2 million in damages to FEMA. Kurt explained that FEMA will only pay for damages and nothing else. The city needs the FEMA money to rebuild the levy because the general fund does not have enough money to rebuild Riverside Park. Plans for street repairs (Kurt): Kurt stated that the crews have been out this week crack sealing. Chip sealing should finish up sometime this week or possibly next due to weather conditions. Over 6000 linear feet of cracks are going to be repaired. Rebuilding of W 8 Street needs to be done before paving can begin. Kurt stated that he is waiting to see the numbers so they know how much this will cost. Kurt explained that SE 4 Street needs to be repaved also. Kurt stated that the $100,000 chip seal project is going forward to repair the street. Other: Kurt stated that the swimming pool opened this afternoon. The new street sweeper is running and is picking up the sand and other debris from this winter. Kurt is very happy with the way the new sweeper seems to be working.
