COUNCIL CHAMBERS PRESENT: Mayor Ken Olson Heidi Jensen Rick Musson Sam Painter Kurt Markegard Brent Peters Shirley Ewan Nancy Schmidt Jan Faught Council Workshop Agenda — Mav 31, 2011 General items: • Appointment: Tree Board — LuAnne Engh to a term ending June 30, 2014 • Sean O'Donnell, Optimum West — Update on project Executive Review: • Discussion — Sidewalk replacement program Heidi will give a presentation about the sidewalk replacement program at tonight's council workshop. • Ordinance — Change language regarding bus benches The ordinance will be presented to the council tonight. • Resolution — GASB 54 Shirley is trying to find a draft resolution for GASB 54. • Resolution — Agreements for employee health insurance program The Health Insurance Committee will meet at 3:30 today to discuss a proposed 70/30 option with a $1,000 deductible. There was further discussion. • Resolution — CAO contract Mayor Olson stated that a three -year contract for the CAO position has been offered to Bob Sivick. • Resolution — Ambulance Medical Director contract The resolution and contract have been prepared. • Resolution — City prosecutor contract Shirley has not received a response from the auditors. This resolution might be removed from tonight's agenda. Other items Kurt asked if he should give a report on the recent flood issues at tonight's council workshop. Mayor Olson will give a report. Department Reports: Clerk/Treasurer • Budget workshop — May 31' at 5:30 p.m. Shirley needs some budgets from Kurt. The fire department's budget has been scheduled on June 14th. Department Head Meeting Minutes of May 31, 2011 There was discussion regarding the surplus lists. Rick requested more time to complete the list for the police department, and the deadline was extended for two weeks. Fire • ISO Report Brent reported on last week's ISO inspection in the City of Laurel. A final report should be completed in six months. Fire extinguisher training is scheduled this Friday at 1:00 p.m. at the fire hall. A make -up date was scheduled on Thursday, June 16 at 1:00 p.m. so library employees can attend. Public Works Department • Update on project by Catholic Church Kurt stated that the project has been delayed because of the excessive rain and time is needed for the road to dry out. The contractor will pave before the 4 of July. There was discussion regarding the flooding, the need to build a berm at the water plant, the status of the Yellowstone River and the concerns with the boat ramp, the issues at Riverside Park, and permanent versus temporary barricades. Kurt will notify Fish and Game about the boat ramp. If Riverside Park floods, NorthWestern Energy will cut off the power to the park. Mayor Olson scheduled a meeting on Monday, June 6 at 10:00 a.m. for discussion of the flooding issues. Kurt stated that work is being done on the pool and it should be painted on Thursday. Summer personnel need to be trained to teach swimming lessons. There was discussion regarding West Railroad Street, from South 5 Street to South 8 Street, which was recently destroyed by a Yellowstone County project. Ambulance • Ambulance building — High Plains Architects Five contractors were interviewed last week and High Tech was chosen to do the project. High Tech will meet with High Plains Architects this week. There was discussion regarding the project and timeframe. Library Nancy fmished the library's surplus list. She will attend the budget workshop tonight. Police Department Rick stated that the hiring process is moving along. There was discussion regarding the work day to clean up the FAP on June 4 and whether full -time employees can volunteer work time (not allowed if business related). City Planner There was no discussion. Court There was no discussion. 2 Department Head Meeting Minutes of May 31, 2011 City Attorney • Personnel Implementation & Instruction Guide • Personnel Policy Manual The issue with the police sergeant still needs to be addressed in the manuals. Mayor Olson • Surplus auction — lists due to Shirley on June 1 st The surplus lists are due in two weeks. • 4 of July discussion — June 14 at 10:00 a.m. There was discussion regarding the meeting. Rick will check on the date for a meeting that Joanne at the Chamber had already scheduled. Other There was no discussion.
