MAIN STREET Members present: Shirley McDermott, Dirk Frickel, Dean Rankin, Daniel Klein Advisors present: Steve Zeier, Janice Lehman Others present: Bill Kampfer, Heidi Jensen, Linda Frickel, Ken Olson Proposals for Architects were reviewed by Heidi, Shirley McDermott and Shirley Ewan and only one applicant was found to be qualified — Randy Hafer of High Plains Architects. If an engineer was needed for a project, Randy will hire that work out. His rates included engineering work. Daniel Klein moved that we submit High Plains to City Council for approval for both programs. A second was made and the motion was passed. Applications can be received following City Councils approval. Heidi brought up the sidewalks in the TIF district bringing pictures as well as ideas for tree planters. She says the state will match 13.4% The Mayor, Heidi and Kurt agreed boulevards should be removed as well as trees that are causing heaving in the sidewalks. Sidewalks that are replaced should have silos for tree root control and smaller trees used. Business owners need to be talked to as they may have an active part in upkeep of the trees. A drip system needs to be looked into as well. The quest ion of funding this project came up and there is approximately $10,000 of CETEP money available. Daniel made a motion that LURA be willing to allocate funds for trees and finish work in an amount to be determined later. Grates, trees and finish work could amount to $30,000 to $40,000. We have to let merchants and property owners where the money is coming from and have the contractor selected stay in touch with them as the project moves ahead. We may want to go to the Outlook to do an article about the project. A 6 week advance notice for CETEP money is needed and their next meeting is in June if we have any hope of getting the work done this year. This will be an interesting project to bring MDT, LURA and City Council together so quickly on a project. Also, it was determined The Chamber needs to replace their own sign.
