The City advertised and received the following Request for Quotes for insurance.
VSP — Vision only
Express Scripts — prescription only
Joint Powers Trust through EBMS — full quote
The City received notice from BCBS that rates for our current health insurance will be going up 13.5 %.
The rate quote from JPT was lower than our current BCBS rates but it did not identify exact insurance
coverage. There were questions about the quote, referencing levels A, B & C. It was also a concern that
everyone would have to use the Billings Deaconess Hospital and doctors. The plan also requires a three -
year contract and the group will be allowed to leave, prior to three years, if they reimburse the Trust all
expenses exceeding the contributions.
H.P. said the union membership does not want watered down benefits. There was discussion and it was
decided to have Dave Allen attend Union #316's meeting on Wednesday at 3:30 p.m.
A quote from Delta Dental was expected on Tuesday morning. Dave Allen said Delta has some changes
in the works. We can stay with the same type of plan we have or we can go with their co- branded product,
Delta Blue.
Kurt will try and get more information on the JPT quote.
Motion by Donnie, seconded by Bill to stay with our current insurance carrier, BCBS, for a one -month
period so we can get more information. Motion carried.
Kurt said we will not inform the city council of any change. A meeting will be set up next week and
invite Dave Allen to attend.
Kurt reviewed information about how the Health Care Reform Benefit impacts the City of Laurel, as of
July 1, 2011.
The meeting adjourned at 3:45 p.m.
