APRIL 26, 2011 3:00 P.M.

Council Workshop Agenda — April 26, 2011
General items:
• Appointments:
o Laurel Ambulance Service: Ray Chapa
Executive Review:
• Laurel Downtown Sidewalk Improvement Project
Heidi will attend and make the presentation.
• Resolution — Small Service Contract with ACE Electric to install power and lights for flag poles
at the Laurel Cemetery
• Resolution — Small Service Contract with a concrete contractor to install concrete ribbons for the
veterans' section of the Laurel Cemetery
The city will do the excavation work.
• Resolution — Small Service Contract with L&J Machine for a new cemetery irrigation pump and
installation
• Resolution — Police Union Contract
The agreement reflects the council's recent approval of four items for the police union contract.
• Resolution — Covert Cleaning
The library will not be included in the janitorial contract.
Council Issues:
• Discussion — Growth Management Plan (Tom Nelson)
Heidi has received e-mails from Jerry Grebenc and will talk to the Planning Board at next week's
meeting.
• Discussion — Fireworks ordinance (Doug Poehls)
There will be discussion regarding the city's liability if fireworks are allowed in streets or alleys.
• Discussion — Paint color for the outside of the council chambers
Other items
A resolution accepting the bid for the jet rodder will be added to the agenda.

Mayor Olson will inform the council that the city plans to RFQ for contractors for minor electrical,
asphalt, etc. work so that a small service contract is not needed every time.
Review of draft council agenda for May 3, 2011
• Public Hearing:
o Ordinance No. 011 -06: An ordinance amending Chapter 8.16 titled "Fireworks" located
at Title 8 of the Laurel Municipal Code. (First reading — 04/05/2011)
Department Reports:
Clerk/Treasurer
Shirley is working on budgets and waiting for the public works and planning budgets.
Fire
• ISO Report
Brent will have sign -up sheets at next week's department head meeting for fire extinguisher training the
week of May 16
Brent reported on the ISO class that he and Kurt attended. He spoke regarding the ISO rating and the
issues the department needs to address before May 24
Brent was voted in again as the fire chief.
Ambulance
The QRU died yesterday and it is at Laurel Ford.
Jan added Kayla Hunt's name to the appointments for the Laurel Ambulance Service.
Library
• Update on construction project
Nancy stated that work is progressing on the project and the library will reopen on Saturday morning.
Police Department
Applications for the police officer position are due on May 13
Rick will try to return to work for a few hours a day starting next week.
City Planner
There was no discussion.
Public Works Department
• Neptune water meters
Kurt needs to meet with legal counsel regarding the water meters.
• Update on project by Catholic Church
The contractors will start working on May 2

Kurt spoke regarding possible legislation that would no longer allow garbage services to be exclusive to
cities. Under the legislation, the city could not force new annexations to use the city's garbage services.
This would affect the fees for the container site and require an identification card for legitimate users.
There was discussion regarding requirements to change out the band width for radios and the search for
grants for new radios.
Kurt questioned whether or not fire frequencies could be monitored at the water plant. Brent stated that
there would be a radio at the water plant soon.
