HomeMy WebLinkAboutCemetary Commission Minutes 03.14.2011 CEMETERY COMMISSION MINUTES Monday, March 14, 2011 5:00 P.M. at City Hall MEMBERS PRESENT: Chairman Chuck Rodgers Dick Fritzler Wally Hall Lu Anne Engh Lee Barndt Ken Olson OTHERS PRESENT: Matt Wheeler Cathy Gabrian Kurt Markegard • Public Input: None • Pump and irrigation system RFQ: Kurt said Roger Perkins suggested using our 4" water line as conduit to run the 3 -phase power to the pump. This can be done after the new 6" water line is installed. Kurt checked with Yellowstone Valley Electric and this would work, for a cost savings of roughly $16,500. Kurt said we cannot work with Roger Perkins without a contract. Roger has been asked several times and been given a deadline, but he has never submitted a proposal for contract. Kurt asked Chad Hanson, Great West Engineering, for a proposal and he is preparing one. In talking with staff and the Mayor, Kurt recommends going forward with getting a pump up and running, so we have water in May, but delay the rest of the project until fall. He suggests going with the current motor, which is in good condition and installing a new pump, at a cost of approximately $4,000, plus installation costs. The committee will then have time to prepare a Request for Qualifications and determine the parameters, based on the funds available. This will fall into a new fiscal year and we need to make sure the funds are available, through the budget process. Kurt explained the two bid processes. The Mayor said the staff will provide more information so the committee can make a decision. Motion by Wally, seconded by Lee to put a new pump on the existing electric motor, with work to be done by L &J Machine. Motion carried. Chuck would like to set the Cemetery Commission meetings on the second Monday of the month at 5:00 p.m. • Concrete ribbons for headstones in Veterans' section: The American Legion asked if the city could pour concrete ribbons for the headstones in the Veterans' section. It would be 125' of ribbon to finish the full burial and cremation rows that have been started. Kurt said we would need to trench and backfill with 3 /4" road mix. Chuck will get bids from P &H Concrete and MKM Concrete and request two bids, one for the concrete ribbons and one for trenching and backfill. The city crew may be able to do the trenching and backfill. There was discussion on the budget process and the funds allocated for the Veterans. The committee needs to determine the projects and associated costs for the next fiscal year. This expense needs to be allocated through the budget process. This will be on the agenda for the next meeting. Cemetery Commission Page 2, March 14, 2011 • Power for lighting of the flag poles: The veterans would like to have lighting for the flags. We need to get a cost to have electricity brought from the shop to the flags. This cost would need to be allocated and brought forward through the budget process. If it remains in the budget and the budget passes, the work can be done. • Podium: Chuck said the podium has been mounted and anchored. The total cost was $560. • Benches: The committee set the cost of a bench at $500 but Chuck said he has had feedback that this is too high. There was discussion and Dick thinks it should stay at $500. Before we would consider lowering it, we need to get a brochure in place and properly market our cemetery. Until we do that, he feels we are premature in changing it. • Memorial plaque and frame: Chuck talked with several places that can do a plaque. A sample was made from aluminum and the problem is that when it is tightened down with fasteners, the edges tend to pull out. The edges could catch on clothing. Chuck checked and we can back each plaque with a sturdy piece of plastic that could be beveled so the plaque sits in it like a picture frame. The committee needs to get a cost and address it through the budget process. Dick stressed the need for getting information together for a brochure. We would need to hire a graphic designer to do the brochure. • Imaging of paupers section: Kurt was hoping to get students from the University of Montana to do this as a class project but he has not been able to get any information from the university. A man in Spokane does imaging, but it would be very expensive to bring him here. Committee members were asked to bring forward projects for the next fiscal year and they will be discussed in the budget process.
