Members Present: Acting Chairwoman Kate Hart Mark Mace Hazel Storck Staff Present: Public Works Director, Kurt Markegard Public Comments (three - minute limit): Citizens may address the committee regarding item of city business NOT on the agenda. The duration for an individual speaking under Public Comments is limited to three minutes. While all comments are welcome, the committee will not take action on any item, which does not appear on the agenda. Public Citizens present: Shawn Gunther, Rick Schmidt, Paula Dooper, Mark Verlantic. All are members of Laurel Baseball and Little League. Kirk Linse was not present. Chairwoman Kate Hart called the meeting to order at 5:31 p.m. Kurt Markegard (DPW) informed the committee that the baseball club would want to ask permission to make changes to most of the venues for all ages of baseball in Laurel in the next few years. Kurt also informed the committee that the Legion baseball needed to bring a lease agreement to be recommended to the council to approve with some minor items to be discussed tonight. Mr. Mark Verlantic began addressing the committee on what the baseball club would try to accomplish this spring in time to use this season and host a regional district tournament for Legion baseball in late July 2011. The plans involve as follows: 1. The adults and Legion players would like to replace the dugouts on the seniors field and relocate the new dugouts with a new roof and adjust the side fencing so that it is safer for the players and will allow the spectators to see down the baselines, which have a great deal of action usually missed with the current alignment. 2. The group would also want to upgrade the sound system and speakers system and replace the bleacher seats that are damaged. 3. The large shed that houses the electrical switches that operate the lights for night games would be dismantled and replaced with a new set of temporary type skid mounted stick buildings that could be easier to maintain and (1) will be for the electrical meters and another building will house the field tools and field preparation tools to groom the field. These two sheds would be able to be painted and look like a part of the field as would the Concession stand. 4. The two small major and minor fields would need to have electrical improvements behind the backstops and watering spigots installed behind the mound to maintain the diamonds in between games. 5. Ace Electric will be hired to upgrade the lights and scoreboard switches and contacts and relays. 6. The group plans to upgrade the fields at both Nutting Park and the south school which are used for T -ball teams. The work at Nutting field would be improving the chain link fence and a temporary insert type removable fence that splits the field in half to be used more efficiently. 7. The Senior field backstop would need to be replaced and made safer. This would be an item that would have to wait until next season. 8. Kurt reminded all that the City crews would only be responsible to mow all the fields in the park each season, therefore the time involved with city workers would be greatly reduced as manpower is a premium in the summer months. 9. The use of commercial delivery trucks for food and supplies would have to be insured separately so that the city or the clubs would be certain that the trucks using the city property would have adequate insurance to cover the used of large vehicles in a city park which is not permitted. (This may be an exception for some council members to discuss.) 10. The group would have a $1 million dollar insurance policy to cover all facets of the operation each season. 11. The lease would be renewed each season at the beginning of the season with a report and a meeting with the park board and the council approving the lease each season. 12. The Safety Officer for the City would be responsible to inspect all phases of the City property operations. Kate motioned to recommend to the City Council to approve the lease with all items that were discussed and any additional that may surface during the meeting. Motion was seconded by Hazel Storck. Motion was unanimous. I threw that one in as it shows the dimensions a little better. We are now planning to use all poured concrete walls instead. Let me know if you have problems viewing any of these docs and we can try to reformat them or get you paper copies. On the Word Docs, one outlines some of the specs for the dugouts and another shows a "Master Plan"of all of the things we want to get done at the field in the near future. On one diagram, I have included some things that we have considered, but may not take action on until time and money allows. This is included so we can get the concepts reviewed by you and we can work on any specifics you require in preparation for getting them done. We would like to get this Master Plan in front of the Park Board when they meet next Thursday. Not sure who we are going to have there on our behalf yet, as several of us have commitments out of town that day. I'm sure we will have someone there, however. Our desire is to start with the Dugout replacement as soon as the weather allows, so we are hoping to get an expedited review and approval by all necessary boards and departments of that project, if possible. We are going to be working with Travis Moran of MKM construction to complete the dugout work, plus a large amount of volunteer labor. Try free scan! 2 February 25, 2011 LAUREL BASEBALL MASTER PLAN FOR THE BIG FIELD AT THOMSON PARK (Updates in bold Italics) Spring, 2011 - Replacement of existing dugouts due to deteriorating conditions and to improve sight-lines for fans. - Reconstruction of pitcher's mound, base paths and other infield features to bring them into compliance with regulation baseball field dimensions. - Replacement of sound/PA system. - Replace bulbs/ballasts in overhead field lights as needed. - Redesign of gray "Block Building" —reduction in size to improve sight-lines for fans. A structure of some kind would remain to house the electrical panels that are currently housed within this building. The electrical panels would remain in their current location, with little or no alteration to the electrical system. Ace Electric has consulted on this and will advise/assist further. - Construction of an alternate storage building within fence-lines of Big Field to replace storage lost from Block Building. Monolithic pour of concrete pad and 2 ft Dugout Wall footings 2. Walls: Dimensions, design and positioning a. Height: 7' at back, 8' at front-or flat 7' with elevated roof support on front. b. 32' long X 8' deep c. 6" thick walls on top of 2' footings i. Rebar reinforcements 2' on center vertical and three horizontal runs. d. Brick Faced Textured forms i. Roof attachment system with angle iron welding plates set and anchored into the top of the concrete walls at the time of the pour. 3. Roof Design: a. 1' overhang on front b. 6" to 8" sides and back c. 2 Middle support posts in front in opening d. Construction materials: Metal sheet roofing over plywood decking on 2x6 rafters. Process Steps: 1. Remove old dugouts: a. Remove plywood& other attachments b. Remove old Chain Link c. Remove roof d. Jack-hammer concrete e. Take down outside fence chain link for temporary access f. Load debris in dump trailer and haul away to dumping location 2. Prep ground for new pad& dugouts walls. e. Plan for installation of chain link fencing posts w/gate between spectators and dugout-auger holes for posts. f. Auger holes for pipe for dugout rail. 4. Pour Concrete Pad&Footings 5. When Pad is ready, pour Walls. 6. Construct/attach roof, add benches, helmet hangers, etc... 7. Add chain link to dugout rail and fence between dugout &fans.
