COUNCIL CHAMBERS Members Present: Doug Poehls Clete Knaub Tom Nelson Dick Fritzler Norm Stamper Others Present: Rick Musson Fireworks Doug stated that copies of ordinances for fireworks have been handed out and reviewed from Glendive, Great Falls, and Laurel. The committee decided that the ordinance from Great Falls is what they would look at when considering changes to the City of Laurel Fireworks Ordinance. Discussion included: 1. Discharging of fireworks within the incorporated limits of Laurel shall be July 2" through July 4 from 8:00 a.m. to 12:30 a.m. Fireworks may be discharged on December 31s from 10 p.m. to 12:30 a.m. on January 1 2. The Mayor, in consultation with the Fire Chief, may make determination to prohibit discharge of fireworks due to environmental conditions with the approval of the City Council. 3. Possession of fireworks not allowed to be discharged by the State of Montana shall be illegal. 4. It shall be unlawful for any child being age twelve or younger to discharge fireworks without the supervision of any parent or guardian being in the direct supervision of the child at the time of discharge. 5. Permissible fireworks not allowed to be discharged by the State of Montana shall be illegal. 6. Littering is illegal for anyone to leave debris from discharged fireworks on any public place including, but not limited to parks, sidewalks, streets, and alleys, or on private property not owned by the individuals discharging the fireworks. 7. Fireworks may not be discharged in any city park or alley. The City Police Officers shall enforce these rules and regulations. Any person who violates these rules and regulations shall be guilty of a misdemeanor and subject to the following fines: 1 Offense - $250.00; 2 Offense - $500.00, 3' Offense and higher - $1,000.00. A motion was made by Clete and seconded by Norm to change the City Fireworks Ordinance. Motion passed. Animal Ordinances The committee has listened to a proposal to change the ordinance and allow chickens in the city limits. The committee discussed the subject last fall when it was brought to their attention. The committee members have again made the same determination that having chickens in the city limits would not be attractive to the city. A motion was made by Clete and seconded by Tom to not proceed with changing the ordinance to legalize chickens within the city limits. Motion passed. Other Chief Musson asked the committee to change the animal ordinance pertaining to the impoundment of dogs. A motion was made by Norm and seconded by Dick to add this topic to the Emergency Services agenda. Motion passed. Chief Musson stated that the ordinance reads that the owner must redeem the impounded animal within five days after the giving of notice, or it shall be subject to disposal by the pound master or any law enforcement officer. The change would be made to read within three days. A motion was made by Norm and seconded by Tom to recommend to the council to allow this change to the city animal ordinance. Motion passed.
