COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Tom Nelson Norm Orr Dan Koch Troy Kelsey Marvin Carter MEMBERS ABSENT: Emelie Eaton OTHERS PRESENT: Kelly Rhoads, Kurt Markegard Public Input: None Update on diagonal parking on Montana and Colorado Avenues (Kurt): Kurt stated that a resolution was passed in 2002 for diagonal parking on Colorado, Montana and Second Avenues from Main Street to First Street. It states that signage for diagonal parking and striping in appropriate spaces for these avenues would need to be completed. The effective date of this resolution was September 3, 2002. Kurt said that from Main Street on Second Avenue to West First Street is not striped or proper signage up. Kurt explained that this is only a resolution and not an ordinance. Mark, Kurt, and Tom went to the LURA meeting on December 20 to discuss funding for angle parking. Mark said that they did not really talk about this subject, because they got sidetracked onto something else. Tom stated that he attended the January meeting and parking was still being discussed. Mark stated that he would go to Emma's Baking Co. and to Fat Jacks and let them know that the Public Works Committee decided to put the parking situation on hold for another 6 months due to funding. Mark stated that there was no money budgeted this year for striping or signage for parking spaces. He suggested that maybe it could be budgeted for next year. Marvin Carter made a motion to put angle parking in front of Emma's Baking Co. and Fat Jack's on hold for a period of about six months and then looked at again. Chuck Rodgers seconded the motion. Motion carried (7 -0). Update on small truck for plowing (Kurt): Kurt stated that the city purchased a new one -ton Chevy pickup to be used for small areas, such as intersections, crosswalks etc. Kurt explained that once the pickup gets here, he will send it to Billings to have a flat bed, sanding unit, hoist, and snow plow installed on it. The pickup should be here at the end of January. Kurt also stated that the city will be purchasing a UTV Polaris Ranger for plowing sidewalks. Other: Dan Koch stated that the parking situation at West School seems to be a problem. He stated that there is not much parking space on Eighth Avenue around the school for parking. Kurt stated that the Mayor, Josh Middleton, Scott Reiter and himself have a meeting about snow removal around the schools on Wednesday, January 12, at 10:00 a.m. Mary Carter asked why when the weather is nice the plows are not out scraping the streets and intersections. Kurt stated that when we had the first big snow fall one of the plows broke down. Kurt explained that only the road grader will clear the snow in the intersections. He said that the snow plows are set higher so they don't hit the water vales that are in the middle of the streets.
