JANUARY 11, 2011 3:00 P.M.

Council Workshop Agenda — January 11, 2010
General items
• Appointments:
o Laurel Police Reserves: Daniel Shreffler, Anthony Tabadisto, Aleesha Chaney,
Zechariah Roth, Christopher Baldwin, Tom Becker, Michael Colvin
Rick stated that the police reserves would attend the council meeting on January 18
Ambulance Department:
• EMS / Ambulance Proposal
Jan will present the proposal at tonight's council workshop.
Public Works Department:
• Update on Wastewater Project
Kurt stated that Great West will give a PowerPoint presentation at the council workshop on January
25
• Laurel Lift Station Alternatives
Great West is working on alternatives to address the H2S levels at the lift station.
• Waterline across the bridge
Kurt stated that this project is open for discussion. He received information that the eagles and other
migratory birds would not be impacted, so construction can be done at any time.
Executive Review:
• Council retreat
Mayor Olson has asked the Local Government Center for possible dates.
• Council e-mail
There will be discussion regarding providing city e-mail addresses for council members, as personal e-
mail addresses should not be used for city business.
Other items
There were none.
Review of draft council agenda for January 18, 2011
• Ordinance No. 010 -05: An ordinance amending Section 10.52.020 of the Laurel Municipal
Code titled "Reserved parking at city hall — Parking by non -city employees prohibited" to create
three reserved parking spaces adjacent to the Fire, Ambulance and Police (FAP) building for

EMS employees located at Chapter 10 of the Laurel Municipal Code. (First reading —
12/21 /2010; PH — 01/04/2011; Second reading — 01/18/2011)
• Public Hearing: Intent to adopt an official Schedule of Fees and Charges.
Department Reports:
Clerk/Treasurer
• Budget calendar
Mayor Olson and Shirley will meet to discuss the budget calendar. The auditors will be here next week.
Fire
Brent stated that the purchase of a new thermal imager does not need to go to the council since the bids
are all under $5,000. The fire department will decide which one to purchase at their meeting on
Wednesday.
Brent attended the meeting with Duane Winslow and the Billings and Molt fire chiefs last week to
discuss the fire coverage issues in the Homeward Park Subdivision off Grand Avenue. Laurel and
Billings did not commit to fire protection, but all three departments would be paged for an incident.
Residents needed to be informed that they do not have structure protection.
Brent asked if something could be done about the trolley ruts on cross streets, especially at intersections.
Kurt will talk to Matt about it.
Brent requested a list of the contacts for the fire districts.
Ambulance
Jan stated that the first of the joint training sessions with the fire department is scheduled on
Wednesday.
Library
Nancy will be gone next week.
Police Department
Rick will attend the LEPC meeting on Thursday at 1:30 p.m.
City Planner
Mayor Olson thanked James for providing an excellent meal today and for his service to the city.
James stated that it was a pleasure to work with everyone. Mayor Olson wished him the best of luck in
his new job.
Safety
• Safety Program update
Chris met with DXP on Friday. He stated that the WTP and the WWTP are in better shape than
expected. Chris spoke regarding quotes for the needed supplies, a possible remedy for the FAP exhaust
issues, a meeting with Zee Medical, and training videos that are available from MMIA.

There was discussion regarding the Safety Advisory Committee and ways to seamlessly incorporate the
Safety Program. The Safety Advisory Committee will meet on Wednesday at 1:30 p.m.
Public Works Department
• Water line across the bridge
There was no further discussion.
• Neptune water meters
Kurt stated that twenty more meters have failed. None of the meters were in the trailer park and all
were in houses.
Kurt stated that the public works department is developing goals for 2011.
Kurt is also working on the article for the newsletter.
City Attorney
Sam stated that work is still being done on the Personnel Implementation & Instruction Guide, as some
substantive changes were needed.

There was no further discussion.
• Laurel City Voice — articles due February 7th
Articles are due on February 7`
Other
Rick asked regarding the medical marijuana issue. There was discussion. The draft ordinance for
medical marijuana will be on the January 25 council workshop agenda for council action on February
P`. The public hearing would be scheduled on February 15 and the council could waive the
requirement to wait until the next regular council meeting to adopt the ordinance. This schedule would
meet the March 16 deadline for council action.
