MAIN STREET Members present: Dirk Frickel, Dean Rankin, Bruce McGee, Daniel Klein Advisors present: Steve Zeier Others present: Bill Kampfer, Linda Frickel, James Caniglia, Ken Olson, Mayor, Bill Sheridan, City Manager Minutes for 9 -20 -2010 approved as submitted Bill Sheridan and Ken Olson said the Laurel Trading Post and parking lot are up for sale. Their laundry matt is closed down. Wally and Helen Hayes (might be interested in selling) . The tax assessed value is $113,400. Some ideas for the property might be a dinner theater or a hall to hold receptions and private parties. LURA can't own property but the City can such as the Babcock in Billings Need to look at private ownership but first the City should get the property appraised to see if the owners are interested in selling and second to get some architectural ideas, LURA can spend up to $4,000 to have that done. Reports: The Caboose finish work is continuing, Northern Pacific sign is coming, curbing and bank will soon be finished. Dean says the 4 street project has received it's first bid for hook ups in the amount of $18,000 and they are still awaiting other bids. James says the Awning project has applied for a grant for $8,000 and is up for review but they recommend about $5,000 but is still awaiting approval from the State Legislature. They are very glad to be working toward protecting the Mural. The corner of Rapid Tire is being talked about being refurbished. The silo corner is up for sale. Sam McDonald has a $15 per square foot request in to James. The owners of the Hertzler Hotel are talking about turning it into low /moderate housing but at this time it is a safety hazard. They are working with Randy Hafer. They may be eligible for Technical assistance to do the architectural review and maybe qualify for Facade Improvement. They need 1 funding, 2 appraisal and 3 a correct value. They will need to upgrade the water line. Motion: If the owner is interested and approves in Technical Assistance Grant, we are interested in moving forward up to $4,000. There was a second and the motion passed Riverside Park: The Federal Department of Transportation will assess the pipeline and levy to determine if they might fail should the park flood every spring. Technical Assistance passed City Council, Facade Improvement was moved forward to a later workshop next week.
