DECEMBER 13 2010 5:30 P.M.

Rock Church- storm water pipe (Kurt):
Kurt explained that there is a sink hole in the parking lot of the Rock Church. He stated that an open ditch
running through their parking lot is draining onto their property. He said that a culvert had collapsed and
there is five feet of water standing in the back parking lot. Greg Payton stated, due to the large amount of
water in the parking lot, they are unable to use it. Kurt also stated that there is storm water draining into
their parking lot. Kurt explained that he has a problem with bringing city equipment onto private property
to fix it when there is not a proper easement. The committee agreed to let Kurt talk to legal counsel and to
address this problem as soon as possible. Kurt stated that the city is trying to get proper easements on the
properties of Tractor Supply and Town Pump so the city can maintain these properties also.
Emma's Bakery and Fat Jacks angle parking (Mark):
Mark stated that Collette Decker and Elizabeth Decker approached him about angle parking in front of
Emma's Bakery and Fat Jacks. Allowing angle parking would provide more parking for both of these
businesses. He explained that there is only one residential home on this block.
Police Chief Rick Musson talked about traffic accidents. Chief stated that there are often many accidents
due to backing out of an angle parking spot. He said that if you back up and interfere with oncoming
traffic, you are in the wrong, and will be cited with the ticket.
Kurt stated that funding is the biggest problem with allowing angle parking. Kurt will check with the city
clerk to see if the city has funds for this project. Kurt stated that you gain four parking spots per block
with angle parking. Mark suggested that the city should attend a LURA meeting, and ask to have this
issue put on their agenda. Kurt, Mark, and Tom will attend the meeting on December 20` 2010 at 11:00
a.m. There was more discussion on angle parking.
Snow removal updates (Kurt):
Kurt stated that $1200 has been used so far for snow removal, and only three hours of overtime for five
people. Kurt said that the city crew did a good job keeping the snow removed and the streets sanded. Kurt
stated that the city is looking at purchasing a new pickup, with a sanding unit on the back and a snowplow
on the front. Kurt stated that this way the city can remove snow in tight areas.
Water Meter updates (Kurt):
Kurt stated that the city has been having a lot of problems with the new Neptune meters that were
installed a few years ago. The meters seem to have a magnetic failure. Kurt stated that 260 meters have
failed so far with another 27 in the month of December.
Other:
Kurt stated that DEQ is requesting CHS to install a monitoring well.
Kurt stated that is going to cost the city about $131,972.00 to replace the water line at Riverside Park.
Kurt mentioned that Town Pump would like the city to vacate the street and or alley behind their building.
Tom Nelson made a motion to recommend to the council to vacate the street and or alley behind Town
Pump. Emelie Eaton seconded the motion. Motion carried 6 -0.
