COUNCIL CHAMBERS PRESENT: Mayor Ken Olson James Caniglia Rick Musson Sam Painter Kurt Markegard Brent Peters Shirley Ewan Nancy Schmidt Jan Faught Jean Kerr Council Workshop Agenda — November 30, 2010 General items: • Appointments: o ADA Coordinator: Gary Colley Planning: • Tractor Supply plat The plat is ready and the city needs to accept the right -of -way at the Italian Ditch. Executive Review: • Council Retreat The dates for the council retreat are January 29 or February 1 3 `h . Any agenda items should be submitted to Mayor Olson or the council secretary. • Council issues: o Discussion regarding enclosing ditches in Laurel (Emelie Eaton) Mayor Olson stated that Emelie is concerned about the Alder Avenue ditches. Mayor Olson stated that Cenex was not willing to cover the ditches several years ago. o Status of culvert cleaning (Chuck Dickerson) Kurt stated that culvert cleaning was done the three weeks before the snow started and further culvert cleaning will wait until next spring. Other items • Resolution — Change Order No. 1 to Task Order No. 10 with Great West Engineering Blacktop, Inc. requested two days' extension because of weather. A stop work order has been issued. Review of draft council agenda for December 7. 2010 • Ordinance No. 010 -04: An ordinance amending Section 12.08.070 of the Laurel Municipal Code titled "Curb Cut Lengths" located at Chapter 12 of the Laurel Municipal Code. Second reading. Rick asked if he needed to attend tonight's meeting. Mayor Olson stated that he did not need to attend since he had no items on the agenda. Department heads should ask if they need to be there. James and Kurt will attend tonight's meeting. Department Reports: Department Head Meeting Minutes of November 30, 2010 Clerk/Treasurer Shirley explained that Summit Net has not been charging the City of Laurel for internet services, but they will start charging $4,248 per year as of January 1 There was a lengthy discussion regarding the need for access to certain internet sites by the fire, ambulance and police departments; the court and the library have their own internet providers; the possibility of providing one computer with open internet service at the FAP for investigation and training purposes; the need for the fire, ambulance and police departments to pay for the service; and the location for the proposed computer. Mayor Olson stated concerns about providing a safe and non - offensive place for all employees and the public and he mentioned two past incidents when the city's internet security was compromised. The city could ask Summit Net to lift some restrictions and open certain sites for the FAP. Mayor Olson will contact Bart for further discussion on this issue. Fire Brent spoke regarding the need for 24/7 snow removal at FAP and there was discussion. Brent suggested purchasing snow removal equipment for the FAP so the FAP employees can keep up with snow removal. Mayor Olson stated that there would be further discussion at tomorrow's emergency services group meeting. Brent will be absent from next Tuesday's department head meeting. Christmas to Remember is scheduled on Sunday, December 5` at Firemen's Park, and the fireworks will start at 6:00 p.m. Brent will participate in the Special Olympics' polar plunge on Saturday at Lake Elmo. Ambulance There was no discussion. Library Nancy thanked Kurt for having the crew plow the snow at the library. Police Department There was no discussion. City Planner There was no discussion. Public Works Department • SE 4 Street SID • Water line across the bridge • Neptune water meters There was no discussion. City Attorney There was no discussion.
