COUNCIL MEMBERS PRESENT: William Staudinger Ken Olson Gay Easton Bud Johnson Miles Walton Dirk Kroll COUNCIL MEMBERS ABSENT: Gary Temple Norman Orr This being the time and place advertised, a public hearing was held on a 120-day moratorium on the construction of wireless communication tower facilities in the municipal limits of Laurel. PROPONENTS: Cal Cumin, Planning Director, said this issue came as an advisory issue out of the Planning Board after a request for the division of land to allow a cellular tower in the Industrial Park Subdivision. At this same time, Billings and Yellowstone County are looking at putting a complete moratorium on all new wireless communication towers. Cal said this has left Laurel open to the possibility of being prey for these towers. In light of the fact that Laurel does not have it's ordinance up to speed with this growing industry, he feels we need to follow suit with Billings and impose a moratorium on it until we review our ordinances and bring them up to the appropriate speed and compatibility. Cal stated one problem with this issue is how do you bring ordinances, which are basically static, abreast of an industry that is changing as rapidly as this industry. We need to try and address this. OPPONENTS: None The public hearing was closed. Cal asked that a resolution be prepared for the next council meeting to enact the actual moratorium. The meeting adjourned at 7:05 p.m. Cat~y~/G~'~rian, Deputy Clerk/Treas. Approved by the Mayor and passed by the City Council of the City of Laurel, Montana, this 21st day of April, 1998.
