Plan is to use multiple victims without putting a burden on AMR Unknown: Real time exercise — MSU- Billings Campus — gunman /shooting. Planning stages only. 2015 "VIGILANT GUARD" EXERCISE. Charlie Hanson reported the advanced planning committee for the next Vigilant Guard' exercise is looking for a location. Yellowstone County has been suggested as a possible location and he wanted to ask if the Yellowstone LEPC was interested in being considered as a host site? LEPC members were cautious about committing local govemment agencies to anything yet but express an interest in being considered as the host site. For anyone interested the after action report from the 2009 Vigilant Guard Exercise is available online. The following MOTION was made and approved To express the interest of the Yellowstone County LEPC as the host for the 2015 Vigilant Guard Exercise. (Ashworth/Lehm] Unanimous Charlie Hanson will carry Yellowstone County LEPC's interest in being the host site for the 2015 'Vigilant Guard" Exercise to Fred Naeher, Helena. Page 3 of 11 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8Th AVENUE NORTH — BILLINGS, MT 59101 JOE MARCOTTE, CHAIR COMMITTEE GRANTS COMMITTEE [DIANNE LEHM, CHAIR] REPORTS Dianne reported that Yellowstone County received notification of award for funding for the Hazards Mitigation grant in the amount of $101,000. She also reported that she participated in a conference call regarding the re -write of the Pre - disaster plan. November 18: Pre - disaster Mitigation Plan/Flood Study public meeting scheduled Joe Marcotte reported that the Billings Clinic received a grant through HERSA in the amount of $30,000 to spend on their evacuation plan and sleds. Joe also reported on a unique funding source through local and national corporations who offer assistance through Emergency Management Grants. CAER/CITIZENS CORPS [PAM SANDERSON] Volunteers are always In Pam's absence, Arianne reported that they have been working on a plan to identify at -risk and /or needed. Preliminary discussions include the need for additional people to be Caring proj Contact p P Pam Sanderson @ 252 - involved in messaging, planning, mass dispensing. She distributed a sign -in sheet to gage the interest 3839 of LEPC member agencies. www.voucanvolunteer.ora HEALTH & MEDICAL ADVISORY GROUP (HMAG) [GREG NEIL FOR DEBBIE HEDRICK] Greg Neill reported that the Health & Medical Advisory Group will be meeting quarterly instead of monthly. Work groups will continue their normal meeting schedule. BIG SKY 11 CONSORTIUM [DUANE WINSLOW] Big Sky 11 Nothing new to report. The last meeting of the Big Sky 11 meeting failed to have a quorum of December 3, 2010. attending members, so the meeting was cancelled. And due to the Thanksgiving Day holiday on November 25th and the Christmas Holiday both the November 25 and December 23rd meetings have been combined and re- scheduled for December 2, 2010. TRAINING SUB - COMMITTEE: [MIKE GLANCY] Welcome back to Mike Glancy. Mike reported that training opportunities will be passed along via email as they appear. November 15 -16 — Joe Marcotte will teach IS -200. Some seats may be available. November 29 -30 — Joe Marcotte will teach IS -300. A limited number of seats may be available. December 16 -17 — Joe Marcotte will teach IS-400. Seats are available. COMMUNICATIONS SUB - COMMITTEE [PATRICK O'NEILL, Chair] At the last meeting of the Communications Sub - Committee the group discussed the progress of the glossary they are developing. This glossary will contain a list terms, by agency which are commonly used by emergency responders throughout the various LEPC agency members within Yellowstone November meeting County. It would be an excellent tool for those individuals with little or no knowledge of the technical cancelled communication jargon. He also reported that the group discussed the need to further develop the communications unit leader'toolkif for use within the Yellowstone County EOC. The goal of the tool kit is to have all the supplies, forms, check sheets and other resources easily accessible in one location. In addition the group is working on development of a task book to be used for training and verifying competencies of potential communication unit leaders within the EOC. The following MOTION was made and approved. To move the date and location of the March 2011 LEPC meeting to March 3, 2011 @ 1:30 p.m. at the Holiday Inn — Grand Montana. (During the 2011 LEPCJMSSC Safety Conference). [Bedford/Musson] Unanimous The following MOTION was made and approved. To invite LEPC members to attend the Key Note luncheon [12:00 -1:00 p.m.] on March 3, 2011 and to have LEPC cover the cost of the luncheon for those LEPC members who attend. (Musson/Ashworth] Unanimous NEW BUSINESS CRISIS COMMUNICATIONS SUB- COMMITTEEIP.I.O'S CREATION fJOE MARCOTTE1 Joe Marcotte proposes to bring this group out of the health care areas and form a separate sub- committee within the LEPC. Public Information Officers from agencies such as law enforcement, fire, refineries, etc. will be asked to become involved. The following MOTION was made and approved MOTION: Establish a Crisis Communications Sub - Committee within the LEPC and amend the By -Laws to reflect this change. [Rapkoch/Glass] Unanimous PRE - DISASTER MITIGATION PLAN TASK FORCE CREATION [JOE MARCOTTE] This is a short -term work team tasked with reviewing the pre - disaster mitigation plan for Yellowstone County and making the final recommendation for approval by the LEPC. Volunteers for the task force are: Joe Marcotte; Duane Winslow, Dianne Lehm, Maggie Lough and Patrick O'Neill. The team met today at 12:00 and developed a plan of action. Page 5 of 11 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH — BILLINGS, MT 59101 JOE MARCOTTE, CHAIR NEW BUSINESS PUT IT DOWN: THE CITY OF BILLINGS DISTRACTED DRMNG LAW Reminder to all that the Billings City Council approved an ordinance that will make it illegal to talk or text on your cell phone while driving in the City. The Ordinance takes effect on October 31, 2010. The distracted - driving ordinance outlaws the use of phones and two -way radios while behind the wheel unless a hands -free device is being used. Local cell phone providers can help provide hands - free devices. Fines for those convicted of violating the ordinance can be up to $110.00 per instance. REMEMBER: If you have a cell phone when you drive — PuT IT DOWN. TOWING COMPANY PROTOCOL [CHARLIE HANSOM Charlie Hanson reported that he is involved in a committee that is reviewing how towing companies are dispatched to emergency scenes and the protocols used to determine what is sent when and where. He stated that MHP Officers request the assistance of towing companies via their state -wide dispatch center and units are dispatched on a rotation system. A laminated 'vehicle identification guide° produced by the Towing & Recovery Association of American and provided by Billings Towing & Recovery was distributed. The guide provides an overview that would assist anyone responsible for requesting a towing company. It shows line drawings and gives brief descriptions of the various Basses of vehicles typically on today's highways. It also shows a brief list of common questions that will need to be answered so that towing companies can respond safely and with the appropriate equipment. AGENCY EDUCATION SESSION: MSU- BILLINGS POLICE DEPT [SCOTT FORSHEE. CHIEF' Scott Forshee introduced himself and his Assistant Chief Adam Davis. We serve as the police department for Montana State University Billings. Our organization consists of eight sworn officers, one dispatcher, two office assistants, and a revolving number of student workers (ticket writers). Our officers have received their police officers standards and training certification through the Montana Law Enforcement Academy. We respond to all criminal complaints and investigations occurring on university properties. Emergency Preparedness: MSU Billings provides a full- service professional police department. Under Montana law, University Police Officers have the same authority as other law enforcement officers in the state. The University Police Department's primary responsibility is for the law enforcement at the University, maintaining a close working relationship with other law enforcement agencies. Officers patrol University property 24 hours a day are typically the first responders for any emergency or crisis. Some of the other services that fall under the jurisdiction of the Campus Police Department include: Enforce Parking Regulations: The University Police Officers are tasked with parking enforcement. In addition to the officer's, the department employs student work study ticket writers. Lot's are patrolled day and night. Building Safety Checks: We conduct monthly safety checks across campus. Safety Escort: MSU Billings's campus is relatively crime free. However, one of our primary interests is the safety of all persons while on campus. A uniformed officer will provide anyone a personal escort to their vehicle or another location on campus. Fire Code Inspections: University Police conducts Fire Code Inspections with the cooperation of the Montana State University Fire Marshal. Page 6 of 11 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8" AVENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR Lockout Services: University Police may be able to provide lockout services for students, faculty, staff and visitors. Lockout services will only be provided to the person authorized access to the particular area (Residence Hall, Academic Building, Rooms or Buildings for events, and Classrooms). Motor Vehicle Assistance: Lock your keys in the car? We may be able to open your vehicle. Officers have tools to provide access to locked motor vehicles. Officers can assist in contacting a locksmith or a tow service Jumpstarts: Car battery gone dead? This is quite common on campus during the winter. An officer will respond as soon as possible and jumpstart your car. Presentations: University Police Officers give presentations to community and university members in the areas of safety, security, alcohol/drug abuse, sexual assault/domestic assault or any other topics related to university policing. Lost and Found: The University Police department has an established policy on dealing with lost and found property congruent with our value to serve and allows for the limited storage capacity. Each campus building, including both buildings located on the West campus maintains a place to collect lost property. All property is logged into police custody, tagged with a case number, date when received, description, and date when the property will be purged. When an officer is able to determine ownership of found property, the property will be returned to the owner. Unclaimed property is kept for a minimum of 30 -days and then is either auctioned with proceeds donated to the Montana State University Billings, Foundation House, MT Rescue Mission, Salvation Army or similar charitable organization or discarded or destroyed. Unclaimed money is kept for 90 -days. After which it is donated to the Montana State University Billings, Foundation House Mission Statement: The Montana State University Billings Police Department is committed to provide a safe working, living and leaning environment through a service oriented pro- active problem solving approach.
