COUNCIL CHAMBERS PRESENT: Mayor Ken Olson James Caniglia Rick Musson Sam Painter Kurt Markegard Brent Peters Shirley Ewan Nancy Schmidt Council Workshop Agenda — November 9, 2010 General items: • Appointment: o Public Works Committee — K. Dan Koch and Tom Nelson o Emergency Services Committee — Tom Nelson The appointments will be on the November 16 council agenda. Tom Nelson will replace Chuck Dickerson on the Public Works and Emergency Services Committees. Clerk/Treasurer: • Resolution — Budget amendments for FY 2009 -2010 Shirley will present the resolution at tonight's meeting. Public Works Department: • Resolution — Task Order No. 19 for Pavement Management System with Great West Engineering • Resolution — Task Order No. 20 for water rate study with Great West Engineering Kurt stated that Chad Hanson will present the information at tonight's council workshop. Executive Review: • Council Retreat Mayor Olson asked the department heads to submit agenda items for the council's discussion. The retreat will be scheduled on January 29 or February 12 Items suggested include the water rate study, the possibility for a city -owned water station, and sidewalk and street improvements. Representatives from the Local Government Center in Bozeman will be the facilitators for the retreat. Other items Mayor Olson stated that there is a vacancy on the Planning Board and a vacancy on the Health Insurance Committee. A joint meeting with the County Commissioners will be scheduled on December 1 8 or 9 Proposed agenda items include the planning mill levy, the library, fireworks, relocation of the motor vehicle office, and the signage on Buffalo Trail. Review of draft council agenda for November 16, 2010 • Public Hearing: o Ordinance No. 010 -04: An ordinance amending Section 12.08.070 of the Laurel Municipal Code titled "Curb Cut Lengths" located at Chapter 12 of the Laurel Municipal Code. (First reading — 11/02/2010) Department Head Meeting Minutes of November 9, 2010 Department Reports: Clerk/Treasurer There was no discussion. Fire There was no discussion. Ambulance • Space considerations There was no discussion. Library Nancy mentioned that the library's book sale was successful. Nancy had a good meeting with Bill Cochrane today. Police Department There was no discussion. City Planner James stated that a resolution is needed on the next council workshop agenda, as the plats for Tractor Supply need to be redone. James and Mayor Olson will meet with Stevens Brothers Mechanical on Friday at 10:00 a.m. to look at the windows in the building. Public Works Department • SE 4 Street SID Kurt received the storm sewer information from Chad today and will forward it to Dean Rankin for the SE 4 Street property owners. Kurt will prepare a letter outlining the standards required for the property owners to provide to the contractors that will connect them to the storm sewer system. • Water line across the bridge Kurt stated that the city is waiting for the environmental study. • Neptune water meters Kurt stated that meters are being read today. If the problems continue with the water meters, Neptune will replace every meter in the city. Sam is preparing a letter outlining the agreement. Kurt spoke regarding the 15 mph speed limit signs on 8 Avenue. The signs were not installed at the end of the project, but some residents have requested that the signs be installed. The State does not have any rules for 15 mph school zones. The city needs to submit a request to the Department of Transportation. Some municipalities just install the signs and the State ignores them. Rick stated that the officers do not enforce the 15 mph speed limit because the signs are gone. Rick will give Kurt a list of the locations for the signs. 2 Department Head Meeting Minutes of November 9, 2010 Kurt stated that the contractor had problems shutting water valves down during the water line project. Some fire hydrants along 5 Avenue will be out of service for eight hours on Wednesday. The dispatchers will be notified when the hydrants are out of service and when they are back in service. Kurt has requested that the contractors clean up the mud in the streets. The water line replacement project should be completed by the end of the week and the pavement restoration project will start next. City Attorney There was no discussion. Mayor Olson There was no discussion. Other Brent asked if Chris Rosenberg could attend the department head meetings to address safety questions. Since the meeting adjourned at 3:17 p.m., the council secretary will bring a German Chocolate cake to celebrate the 15- minute meeting at the department head meeting next week.
