PARK BOARD
NOVEMBER 4, 2010

Public Comments (three - minute limit): None.
Chairman Norm Stamper called the meeting to order at 5:30 p.m.
Chairman Stamper explained that Amy contacted Great West Engineering to get some
information on spray parks and their designs. Norm did not find time in his schedule to get to
talk to them, so Amy was able to discuss the fact that Great West really is not doing any designs
for Spray Parks. She contacted Brian Milne at Interstate Engineering in Great Falls about a park
which has been a great success. Kate Hart remembered Mr. Milne from a previous pool study
that was done and he was the engineer then also. Amy brought the contact to the meeting and
asked that someone meet with Mr. Milne at the old tennis courts to look at the preferred site. Mr.
Milne will be there on Friday, November 5` at 12:00 noon. Norm will meet with Mr. Milne and
will bring back any information gathered to the rest of the board next month.
There was a short discussion on the possibility of the creation of a Park Maintenance District and
how it could be started as far as a ballot issue to take to the voters of Laurel. Norm said that he
tried to contact the new election administrator, who was very busy with the possibility of a
recount in one of the Senate districts. Norm will bring any information to the committee next
month. The committee needs to see how to work backwards, given the time line of the election
cycle, to have the issue on the ballot.
Norm asked if the members had any questions. Mark stated that the Legion field lights were on
during the daytime (5:00 p.m.) last week and that little guy football teams were practicing on the
field. There was a question of why the lights were on, as the City of Laurel has made it clear that
the lights will not be used in the fall unless the Legion Club has received permission from the
City of Laurel.
A short discussion ensued and the committee was reminded that, unless the city can produce
lease agreements with the bodies using the parks and public places, there will always be persons
making mistakes and breaking rules without knowing what is not sanctioned.
Amy brought forward a concern that a challenged young person had a great deal of trouble trying
to enjoy the Kids Kingdom facility. She wondered if there was a way to make the steps more
visible for all children, including visually impaired kids that may want to play there. Norm
suggested that he look into getting manuals that had bright yellow warning tape that was required
at the school district to highlight danger for students using steps and landings during school
hours. He will bring that information back for more discussion and fmd out if it can be used at
Kids Kingdom also.
With no further business for the committee, the meeting was adjourned at 5:43 p.m.
