PUBLIC WORKS COMMITTEE
OCTOBER 18 2010 5:30 P.M.

Recycling to reduce dumping fees (Bill):
Bill was not present at the meeting, so Kurt gave the information for Bill. Kurt stated that the City of
Laurel could possibly start a recycling program to reduce the dumping fees at the Billings landfill. Kurt
explained that it will be very expensive to start up a recycling program because recycling bins, trucks and
a compactor would need to be purchased first to start the program. Kurt stated that is costs the city about
$100,000 per year for landfill waste, but this is a lot less cost than starting up a program. There was
discussion about getting the information out to city residents so a voluntary program could be started.
Kurt stated that there are recycling bins for cans and newspapers at IGA and the High school. Kurt
suggested that a fall cleanup would be a good idea.
Chuck Dickerson made a motion to recommend to the council that a fall cleanup be scheduled for the first
or second week in November. Norm Orr seconded the motion. Motion carried 4 -0.
CHS sewer relocation (Kurt):
Kurt stated that CHS is looking to relocate the sewer lines at the refinery. Kurt explained that there has
been contaminated ground water going into the city sewer system from the refinery. Kurt explained that
the council is scheduled to vote on this issue at the next council meeting on October 19, 2010.
Upgrade pool system and install a spray park (Mark):
Kurt explained that the swimming pool is leaking and leaked about five inches over the weekend. That
figures to be about 5 gallons of water per minute. Kurt explained that Butte installed a spray park for less
than $40,000 and this might be something for the City of Laurel to consider doing.
Emelie asked how this will proceed. Mark stated that the Park Board has been discussing the issue at their
meetings on how to use the money that Billie Riddle had given to the city for maintaining the swimming
pool. Mark stated that maybe a spray park can be installed first, then repairing the pool, and then possibly
installing sprinkler systems in the unfinished parks. It was discussed that a park maintenance fee could be
attached to city taxes for the upkeep of this facility. Kurt will get some information on spray parks,
pictures and costs for the next meeting.
Change of Curb Cut Lengths (Kurt):
Kurt stated that the city code for curb cut lengths is twenty four feet. He explained that the newer homes
need more footage for driveways. Kurt stated that curb cut lengths are in the Public Works Standards
book and would possibly need a change of the resolution. Kurt will have more documentation regarding
this issue at the next meeting.
Chuck Rodgers made a motion to recommend to the council that the curb cut lengths be changed from
twenty four feet to thirty feet. Chuck Dickerson seconded the motion. Motion carried 5 -0.
Conoco C -Store driveway and sidewalk improvements — 6 Ave (Kurt):
Kurt stated that the driveway and sidewalks at the Conoco C -Store on Main and Sixth Avenue are broken
up. The owner of the property has plans to repair the driveway and sidewalks at the store but did not have
the plans ready at this time. Kurt stated that it is the owner's responsibility to repair the driveway and
sidewalks. He said the owner he is willing to repair them, because it only improves his property. Once the
owner has the plans ready, he will bring them to the city for review.
Other:
Kurt stated that James Caniglia has a meeting on Wednesday with the Department of Transportation
regarding the Riverside Park and Yellowstone River erosion.
Chuck Rodgers stated that someone has dumped concrete slabs and gravel in the alley behind the old Ben
Franklin building.
Kurt mentioned that a new waterline is being installed on Third Ave and W Seventh Street this week. He
said the water will be shut down while two valves are replaced. This will affect Third and Fifth Avenues
that join up with West Ninth Street.
Kurt stated that the city is trying to get the potholes repaired before the snow flies.
Kurt mentioned that the city is looking at buying a new mechanical street sweeper. Kurt stated that, by
purchasing one like this, the city will be able to sweep all the streets in Laurel.
