MAIN STREET Members present: Dirk Frickel, Dean Rankin, Bruce McGee Advisors present: Janice Lehman, Steve Zeier Others present: Bill Kampfer, Linda Frickel, James Caniglia, Ken Olson (concerned citizen) Minutes of 8 -16 -2010 read and approved Reports - Linda reported for Laurel Alive that the 8 Rock the Blocks were very successful although one was partially rained out Most of the work on the Caboose project is completed except for behind. There will be a battery to run the water system, they are Looking for solar lights. Without donations the project would have cost between $60,000 and $65,000 but instead it will only cost about $10,000. A plaques will list all donors The Mural is finished, still putting up plaques listing donors. Fund raising for the awning will continue to have the awning installed next spring They are looking for new ideas for the Town Square for 2011 Work plan - Steve reviewed, the city attorney will see James this Tuesday and James will report next meeting. The plan will be put in front of City Council workshop then to have a vote Oct. 4 TIF District meeting with City Councils and County Commissioners to discuss the objection of their existence and the stoppage of formation of any new TIFs Does not effect any current only future. Doug Poehls attended even though no letter was sent from the county. Doug proposed to continue TIFs because it helps bonding ability and it helps increase the tax base. The county is forming a committee to look into new TIFs. The state will try to take the 95 mills that currently goes to schools and take money form TIFs to "get as much as you can as fast as you can. We need to educate Representatives before the January 2011 session. We will try to get representatives to the next meeting, Janice also wants to get the word out to citizens about borders of the TIF and what we do. We ;need to plan a large meeting, open to the public to educate the public All members need to go out to educate. Ken Olson said to start looking at dedicating time and money fairly, to have a visions without bounds. Our directions will be visible more and more. Our impact will be great in the long term. Have quarterly /semi - annual meetings with council. Be sure to have anyone filling a vacancy get educated as to what we do. We have business owner to help guide, city council lacks business owners. Look at new priorities - -start with street scape again to list ideas, priorities and get others involved.. Look at 1)sidewalks, 2)take parts and pieces with an end goal 3)railroad properties - working on a Master lease. The future of the South Side vision is still alive since the water line and sewer lines were installed on the south side of Main Street. The water line to the Theater project was a big step and will increase the tax base. 4 street progress is still moving forward, won't get fmished this fall. Bob at the bank is getting pricing for connections this week. There will be a SID formed next year for the street lights, they are working on cost sharing base on some formula based on square footage. It would be interesting to attend council to see how we can enlighten and see who cares to validate LURA's position - -the fmal vote is important outcome Election of officers: Keep same officers, look into new secretary and new advisors
