Laurel Public Library Board of Trustees
Special Session
June 28, 2010
Attending: Clair Killebrew (presiding), Christy Smith, Nathan Baillet, and Nancy Schmidt
Discussion Items:
The first item discussed was the correct way to add items to the Board agenda. After some discussion it
was decided that it would be best to send any agenda information to the Board Secretary (Director) to
be placed upon the agenda for the next meeting. Any items that need urgent attention will be brought
to the President's attention and an emergency meeting will be called.
Christy has brought to the Board the necessity of reviewing our procedures for nominating new Board
members. Lisa Russell has informed Christy that she is a resident of the county, not the city, and is
therefore ineligible to be a member of the Library Board. The By -Laws were reviewed and discussed for
the selection of new Board members. We are currently allowed one member on the Board that is a
county resident with the remainder being made up of city residents. Dixie Feller had submitted a letter
of interest in being a Board member in the event that we ever had another vacancy. Nathan motioned
that we accept Dixie's letter as a prospective Board member, Christy seconded. Dixie's letter will be
forwarded on to Mayor Olson for his appointment at the next City Council meeting. Nancy will call Lisa
Russell to make sure this is okay with her before proceeding.
Since we have updated our Library Use Rules to help protect employees and patrons from harassment
by other patrons, Christy suggested that we may want to think about policies that would help protect
employees from other forms of harassment. After some discussion it was determined that we needed to
think about employee expectations and how the library should address any concerns from staff.
There had been some questions concerning the right to restrict a person's access to the library. Nancy
quoted MCA 22 -1- 311 — "Every library established under the provisions of this part shall be free to the
use of the inhabitants of the city or the county supporting such library. The board may exclude from the
use of the library and all persons who shall willfully violate the rules of the library..." to the board
members as proof that disruptive patrons can be asked to leave the library premises.
