HEALTH&MEDICAL ADVISORY GROUP(HMAG)[DEBBIE HEDRICK]
Greg Neill reported that RiverStone Health Will be conducting a free H1N1 booster vaccination
clinic on Saturday from 10 a.m.to 2 p.m.at Rimrock Mall Center Court.Second doses of the H1N1
vaccine will be given to children through the age of 9 if they have received their first vaccination
any time during the fall and winter of 2009/2010.
If attending the walk-in clinic on Saturday: 1) Dress children in loose clothing; something that is
easily accessible for receiving an injection. 2) Be prepared to tell medical personnel what kind of
vaccines your child has had in the past month. 3) If someone other than a parent or guardian
brings a child for an H1 N1 flu vaccination,a signed letter of consent from the child's legal guardian
is needed. In addition to the free H1N1 vaccine,tetanus,diphtheria, and pertussis(Tdap)as well
as measles, mumps and rubella(MMR)immunizations Will also be available for a fee. For more

REPORTS Paul was unable to attend. Joe Marcotte reported that work on the 2011 conference is underway.
Progress has been made in key areas. He reported that panel discussions and first person
reports/experiences in a disaster are gaining popularity as modulesitopics at conferences.
Joe also stated that the#1 being given and/or requested is Ethics in Emergency Management and
the#2 most requested topic is Crisis Communication.
Another trend gaining interest Within the emergency response community is the need for people
with CISM [Critical Incident Stress Management] skills. Joe stated that the local Big Sky
CISM/CISM has a pool of individuals skilled in the area of stress counseling; however the pool in
recent years is dwindling. Nationally Critical incident stress is the leading cause of employee or
volunteer loss, poor work habits, lowered morale and loss of vision and mission of your staff.
Without the ability to educate your emergency responders on critical incident stress, it will cost the
average department$15,000 to$50,000 to replace that lost member or employee.

GOVERNOR'S CONFERENCE:
Joe reported that he has been asked whether or not the Yellowstone County LEPC can or Will host
a combined conference in April instead of the March dates already planned for 2011.
COMMUNICATIONS SUB-COMMITTEE[PATRICK O'NEILL,Chair]
Patrick reported that the Communications Sub-Committee met @ 12:30 today to discuss the
development of a communications system for the EOC.
BIG SKY 11 CONSORTIUM[DUANE WINSLOW]
Duane reported the Greenough site physical site is ready. The actual connection to the state
system is not yet done. He reported that at the last Big Sky 11 meeting focused primarily on how
the funding for the Montana interoperability plan is going to work.
TRAINING SUB-COMMITTEE:[MIKE GLANCY]
September 17-18: Ham Radio Operators License Exam Prep Class. Ron Glass will forward
information for this class to Keg and it Will be distributed to all LEPC agencies.
September 18: Int'I Humanities — Rimrock Mall — visit Montana Red Cross web site for more
information.
October 1:NIMS 100-200-700-800 Certification Course: ExxonMobil would like to offer 5 seats to
attend the one day training class to pick up on-line certifications for the National Incident
Management System(NIMS). Location:College of Technology,Room#127 in the new Health&
Science Building,7:00 a.m.-5:00 p.m. We will be providing lunch for all attendees.Contact Kelly

October 4th: PER280:EMERGENCY RESPONSE:STRENGTHENING COOPERATIVE EFFORTS AMONG
PUBLIC&PRIVATE SECTOR ENTITIES:Columbus Fire Station-1-day class.The flyer and a link to
register for a class were emailed on August 8th.The class designed by Homeland Security in
conjunction with Northwest Arkansas Community College and is a great way to bring both public
and the private sectors together in building those relationships and efforts needed during an

NEW BUSINESS
PRE-DISASTER MITIGATION PLAN TASK FORCE CREATION[JOE MARCOTTE]
This is a temporary committee tasked with reviewing the pre-disaster mitigation plan for
Yellowstone County and making the final recommendation for approval by the LEPC. Volunteers
for the task force are: Joe Marcotte; Duane Winslow, Dianne Lehm, Maggie Lough and Patrick
O'Neill. Joe will contact everyone with a date for the 1st meeting.

On June 30, 2008, the Yellowstone City-County Health Department began doing business as
RiverStone Health. Although it has taken thirty years to arrive, our journey to RiverStone Health
began two years ago,based on the need to create a single identity for our health department.
Since our creation in 1974,we've been providing public health services to our community. Over the
past thirty years,many significant milestones have marked our path:
■ 1984—Deering Clinic opens,offering personal health services
■ 1998—YCCHD becomes the only health services district in the state of Montana
• 1998—Big Sky Hospice joins our service delivery team
■ 2005—Montana Family Medicine Residency Program is integrated into the organization,
broadening our scope of services to include professional education
In recent years,we've continued to add services to meet the needs of our community, leaving little
time to focus on our organizational identity. Several community surveys indicated the same thing:
Yellowstone City-County Health Department was not well known and the programs and services we
delivered were not associated with the organization.
RiverStone Health offers a full range of clinical health services,assisting countless Montanans with
everything from bumps and bruises to serious,long-term care.
Clinical Services: RiverStone Health Clinic services are available for all people regardless of
insurance status or their ability to pay for healthcare services. Through the federally funded
community health center program,RiverStone Health Clinic offers a sliding fee schedule that allows
us to adjust charges for healthcare services according to family income. In addition, we accept
payment from Medicare,Medicaid,CHIP,and private health insurance plans.
■ RiverStone Health Clinics - offering family practice primary care in Billings, Bridger, Joliet and
Worden
■ Pharmacy Services&Medication Assistance-retail pharmacy offering medication counseling and
assistance for low-income or uninsured persons
• Community Health Access Partnership-Helping the uninsured and underinsured to connect with
Health Care Services
■ Dental Services-high-quality primary and preventive dental services,with a focus on low-income or
uninsured persons
■ Healthcare for the Homeless-temporary and ongoing services for homeless persons

■ Correctional Healthcare Services-quality care,education and life skills,helping inmates start a new

Home Care&Hospice: RiverStone Health home care& hospice services are primarily delivered in
your home, wherever home is ... whether in an assisted living facility or private residence.
Additionally,RiverStone Health operates a residential hospice facility,the Horizon Hospice Home.

Community Crisis Center: In response to the growing crisis in unmet mental health and
substance abuse intervention needs, we joined forces with our community partners - the South
Central Regional Mental Health Center, Billings Clinic, and Saint Vincent Healthcare -to run the
Community Crisis Center.
We have created a single point-of-access and a community system of outpatient care for those with
mental illness and co-occurring mental illness/substance abuse disorders.
Based on a "no wrong door" philosophy, the Community Crisis Center reduces excessive use of
costly but less-effective resources.To date,the Community Crisis Center is the first of its kind in the
state and is serving as a model for other communities.
