COUNCIL MEMBERS PRESENT: Albert Ehrlick Harold Burns Donald Meyers Minutes of the City Council of LaUrel December l, i981 A regular meeting of the City Council of the City of Laurei, Montana, held in the Council Chambers and called to order by Mayor Larry D. Bill Brennan Susan Carter Ervin Metzger Terry Fink COUNCIL MEMBERS ABSENT: Duane Behm INVOCATION: Invocation given by Reverend Willis. MINUTES: Minutes of the regular meeting of November 17, presented. Minutes of the special meeting of November 27, 1981, presented. 1981, approved as approved as CORRESPONDENCE: Letter from Yellowstone County Commissioners regarding the creation of a county-wide refuse disposal district. The letter was referred to the Garbage Committee for study and recommen- dation. Received a memo from the Laurel Ambulance Service regarding an election of Chief Attendant and Assistant Chief Attendant. Without any objection from the Council, the Mayor has appointed Delnetta Kerr as Chief Attendant and Denise Hust as Assistant Chief Attendant. CLAIMS: A copy of the "Statement of Items Released for Payment" for the November claims was presented to the Council for review and approval. Motion by Alderman Metzger to approve seconded by Alderwoman Carter. Carried. ORDINANCE NO. 700 AN ORDINANCE ESTABLISHING NON the November claims (second reading PARTISAN ELECTIONS as presented, IN THE CITY OF LAUREL, MONTANA. This would be submitted to the electorate of the City of Laurel and be held on November 2, 1982. It would be up to the citizens of Laurel if they wanted partisan or non partisan elections. Discussion. Alderman Ehrlick stated that if you get three aldermen running in the same ward, you still have to have a primary. Discussion. Alderman Metzger said that what we are looking at is trying to save the taxpayers some money. If there is a time when we do not have to have a primary we can save between $2,000 and $3,000. Discussion. Alderman Burns feels that regardless of the way you have it~ it's going to be a party thing anyway. I don't see where you have gained anything. I agree with you -- if you can save the taxpayers some money, this is fine. But you're not going to take the politics out of an election. Upon taking a roll call vote, ali aldermen present voted "Yes" except Alderman Ehrlick and Alderman Burns who voted "No." Motion carried 5--2. DAVE GAUSLOW - FIRE DEPARTMENT APPOINTMENT: Most of you know Scott Walton retired about three months ago from the fire department, and last week we nominated Blaine Grossman and we ask for his appointment at this time. Without any objection from the Council, the Mayor has appointed Blaine Grossman as a member of the Laurel Volunteer Fire Department. MAYOR'S COMMENTS: The Mayor briefed the Council on the meeting to be held on Thursday regarding International Food and Fuel, Inc. and the good response from the Laurel community regarding this matter. BILL BRENNAN: t was approached by the Laurel Volunteer Fire Department, and they would like to fix up the lean-to on the southeast corner of the City shop. They have been using it now for quite a while for storage and it's in pretty bad shape. The only thing they wanted is some kind of assurance that we would not move them out as soon as they get it fixed up. Mayor Herman said that they were given approval for this by himseIf and Dick Metzger and that he has written a letter to the fire department. ALBERT EHRLICK: We have had quite a few calls about moving houses, so I had Joe Bradley draw up some ordinances. They were coming down 7th and with new blacktop, people were complaining. Joe Bradley stated there are already a couple of ordinances on the books that could be amended to take care of this situation. Back in 1978 an ordinance was passed designating truck routes in the City for commercial delivery trucks in excess of two tons, limiting them to 1st and 8th Avenues. That could be easily amended. That is one route the Council could take. They could be limited to Bth Avenue. I think the reason they want to come down 7th now is because there are too many power lines on 8th Avenue. Another method is a permit system for moving buildings within the City limits. Anyone wanting to move a building has to apply to the City Clerk for a permit and give pertinent information. We could amend this section too. It would involve amending two statutes. It was suggested that a permit system would give the City more control. Right now they just come right on through the City. Curt McKenzie had suggested that we also provide in these ordinances that they comply with the State loading requirements. Alderman Ehrlick said that he would make a motion to go to the permit system. ORDINANCE NO. 70l (first reading} TO AMEND SECTIONS 11.20.010 and 11.20.020 OF THE LAUREL MUNICIPAL CODE. Motion by Alderman Ehrlick that Ordinance No. 701 be passed and adopted, seconded by Alderman Metzger. Alderman Fink introduced the Burlington Northern officials in the audience Bob Hanson, Paul Allen and George Harper.
