COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Norman Orr Emelie Eaton Chuck Dickerson MEMBERS ABSENT: Troy Kelsey, Mary Carter OTHERS PRESENT: Kelly Rhoads, Kurt Markegard, James Caniglia, Richard Klose Randy Swenson, Kevin Lundin—Eggart Engineering Public Input: None Alley Abandonment Tender Nest: James stated that Tender Nest has come to the city to get an easement abandonment and to get a new easement to the west of the property, so they can expand the building. They are currently adding to building that is off First Avenue and west of 121h street. James explained that the alley they want abandoned is on the west edge of their property. The alley that is there now is steep and there is no use for it right now. James stated the need to make sure that there are not any non-city utilities in that alley. He did not think there were. James stated that the only reason the city would need that alley would be for storm water. ;fames explained that there is a twenty-foot easement right now to the west of the Tender Nest building but was not sure if that would be sufficient. The alley they are requesting is the one that runs north and south. James stated that the engineers explained that they are going to extend a new 8" sewer line at the end of the alley that goes east and west, which will also benefit the residents to the north. James also stated that there are residents that want to annex into the city, and they would also benefit from this. Randy Swenson stated that they plan on building the second addition this fall. Chuck Dickerson made a motion to recommend to the council that the alley be vacated to allow for expansion of Tender Nest. Chuck Rodgers seconded the motion. Motion carried 5-0. Kurt explained that the city notified the adjoining land owner, and that there is a 60 foot right-of-way so the city can put in a drain ditch on 12th Street to keep the water from standing on 12th Street. Senior Center(Richard Klose: Richard Klose from the Senior Center came to the meeting to discuss clean up around the Laurel Senior Center. He stated that the center would like to fill in the irrigation ditch to the west of the building to make it easier to mow and to make the center cleaner looking around the building. Kurt stated that the center would have to speak to Cenex Refinery, since they are the share holders of the water rights. He also stated that he can contact Kelly Brester of the Italian Ditch Company to find out if they can fill in the ditch. Kurt stated that if Cenex Refinery gives up its shares,then the ditch can be immediately filled in. Other: Chuck Rodgers asked about the millings that are stockpiled on Fir Avenue. Kurt explained that they are stockpiled at that location so it is easier to access them. They should start laying them on Fir, Alder and East 8th in the next couple of weeks. Chuck also asked if the city owns a sickle mower. Kurt stated that the city owns a sickle mower but it is very hard to get parts for it. Kurt explained that Cenex Refinery will be doing sewer relocation in the next couple of weeks. The meeting was adjourned at 6:10 p.m. Respec ully submitted, elly oa Utilit Billi Clerk
