November 6, 1981
A regular meeting of the City Coun¢it of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Larry D. Herman, at
7:00 p.m., on November 6, 1981.
COUNCIL MEMBERS PRESENT: Albert Ehrlick Bill Brennan
Harold Burns Terry Fink
Duane Behm Ervin Metzger
COUNCIL MEMBERS ABSENT: Donald Meyers Susan Carter
INVOCATION: Invocation given by Reverend Biller.
MINUTES: Minutes of the regular meeting of October 20, 1981, approved
as presented.
CORRESPONDENCE: None.
CLAIMS: A copy of the "Statement of Items Released for Payment" for the
October claims was presented to the Council for review and approval.
Motion by Alderman Metzger to approve the October claims as presented,
seconded by Alderman Fink. Carried.
DICK METZGER - STREET ROLLER: Jim Redman and I went to Bozeman to look at a
1958 Gallion Roll-a-matic and a 1959 Buffalo Springfield roller for sale in the
"as is" condition for $6,000.00 each.
In checking with equipment dealers in Billings, these types of rollers are
being sold at auction from $900--$2,300. The salesman from Rimrock Equipment
informs me that he could Obtain a newer model for $6,000.00 or less.
I would like to recommend that we hold off on these two rollers until we
can check further on getting a newer model.
Dick was directed by the Mayor, to check with the equipment dealers on
getting a newer model for the same amount of money.
CURT McKENZIE - HIGHWAY DEPT. URBAN STREET FUNDING: Curt reported on a meeting
with the Highway Department regarding possible federal/state funding for our
urban streets. This would be a joint project with the county.
The Planning Board is going to meet Thursday, November 12th, so anyone
interested should attend this meeting, because we want to try to get the
district boundaries drawn up by the 1st or 2nd meeting in December so that
this can go before the Highway Department so they can get the money allocated
for this coming year.
The Planning Board is going to look at the district. This is only a
proposal that the state has presented. Then we will put together a final
draft which will have to be approved jointly with the County Commissioners
which will then be sent up to Helena.
Depending on the size of the area, this could amount to as much as $100,000.
AIRPORT AUTHORITY: The Airport Authority has presented their minutes of
October 12, 1981, to be entered into the record.
Motion by Alderman Fink to enter into the record, the Airport Authority
minutes of their October 12, 1981, meeting, seconded by Alderman Metzger.
Carried.
CLARIFICATION OF RESOLUTION NO. 1886: This resolution is regarding the lease
agreement with Financial Consultants International for a police car.

There may have been some confusion regarding the term of'the lease.
It is a two-year term lease and the payments are $210.78 a month ~ 11½%
interest. The total payout for tMe two years is $5,058.72 - the cash price
is $4,500.00. Originally the impression was that this was a one-year Iease.
We own the car at the end of two years.
MAYOR'S COMMENTS: I would encourage ail new candidates who will be taking
office to attend the remaining council meetings this year, so they can become
familiar with what is going on with the council. I would also recommend that
they get their Oath of Office signed before the first of the year so they can
assume office on January 4th~ I'll ask Pat Johnson to get that drawn up for
everybody.
ALBERT EHRLICK - BURNED OUT HOUSE: People have been complaining about children
playing around the house located across from the Graff School which once had
a fire in it. Something should be done about it.
The Mayor directed Curt McKenzie to check into this matter.
There being no further business to come before the council at this time,
the meeting was adjourned at 7:21 p.m. ~~
Approved by the Mayor and passed by the City Council of the City of
Laurel, Montana, this 17th day of November, 1981.
