HomeMy WebLinkAboutCity Council Minutes 10.06.1981Minutes of the City Council of Laurel October 6, 1981 A regular meeting of the City Council of the City of Laurel, Montana, was held in ~he Council Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on October 6~ 1981. COUNCIL MEMBERS PRESENT: Albert Ehrlick Duane Behm Donald Meyers Bii1 Brennan Susan Carter Terry Fink Ervin Metzger COUNCIL MEMBERS ABSENT: Harold Burns INVOCATION: Invocation given by Reverend Gray. MINUTES: Minutes of the regular meeting of September presented. CORRESPONDENCE: None 16, 1981, approved as CLAIMS: A copy of the '~Sta~ement of Items Released for Payment" for the September claims has been presented to the Council for review and approval. Motion by Alderman Metz~e.r to approve the September claims as presented, seconded by A'lde'rw'o'ma'n 'Carte'r.' Carried. PUBLIC HEARING .T,O AMEND SUBDIVISION REGULATION.S: This being the time and place 'ad'v'e'r~ised~ a 'p'ublic h'e~ri'~g was hel'd'. No protestors present. At a meeting of the Laurel-Yellowstone City-County Planning Board held on September 10, 1981, after public notice and a pubtie hearing having been held, the Board.recommends to the Laurel City Council that the Laurel Subdivision Regulations be amended as fellows: 1. Change date of plat submittal to 15th of month. 2. Change number of copies of material needed. 3. Delete fee schedule from ordinance and enforce fee schedule by Planning Board policy. Set preliminary plat fee by Planning Board policy at $200 (due to increased mailing costs, etc.) plus $1 per lot for those lots over 100. Set minor plat fee at $100. ORDINANCE NO. 699 (first reading) AMENDING CHAPTER 18 OF THE LAUREL MUNICIPAL CODE Motion by Alderman Meyers that Ordinance No. 699 be passed and adopted, seconded by Alderman Metzger. (Second reading October 20, 1981) WASTEWATER TREATMENT PLANT: Mr. James L. Kaercher of HKM Associates presented the Council with a time table for design and construction of the new plant and also reviewed what the City obligations are toward the project. A letter dated October 6, 1981, from Mr. Kaercher is hereby entered into the record. STORM SEWER: Mr. Kaercher mentioned that an anniversary inspection was made and that no major problems were found. However, there were a few minor problems and a letter will be sent to Lockrem Construction advising them to correct these problems. page Minutes of the City Council of Laurel GAS LINE AT RIVERSIDE PARK: Dick Michel of Montana Dakota Utilities Co. advised the Council that the existing gas distribution lines are bad and need to be replaced. The cost of this replacement would be $4,512 which would include service lines to the various buildings and meter risers. Each building would have its own meter. Alderwoman Carter suggested that the Building Committee should contact each club at Riverside Park and determine what each one will be billed for the line replacement. Discussion. Motion by Alderman Meyers that the City enter into a contract with Montana Dakota Utilities Co. to replace the gas lines at Riverside Park as set forth in the diagram, a copy of which is now entered into the record, at a cost of $4,512 to be paid from Revenue Sharing - Capitol Outlay, Parks. Don Meyers commended the Rod & Gun Club for all of the maintenance work they have done to their building at Riverside Park. Motion seconded by Alderman Ehrlick. Carried. MAYOR'S COMMENTS: Informed the Council that he has entered into a contract with the Energy Division of the Department of Natural Resources and Conser- vation for an energy audit of the FAP Complex. They will reimburse us up to $400 for this audit. A copy of the agreemeni is entered into the record. The Mayor announced that Orville Wilmont of WIDJAC Corporation will be here for a meeting on Thursday evening at 7:00 p.m., in the Council Chambers regarding garbage incineration and energy recovery. The Mayor mentioned that we received a grant increase of $3,352.71 for the airport construqtion project. WATER PLANT DREDGING - DAVE MICHAEL: The intake pier is not in the main flow 'of the river. The Montana Fish & Game has been contacted to get a permit for dredging to divert the flow by the intake pier. Mr. Bishop of the Fish & Game and~Mr. Jones of the Fish and Wildlife Service came out and looked the situation over. A permit has to be obtained from the Corps of Engineers before anything can be done and hopefully this can be accom- plished in about fifteen days. this work was $3,480, and this was budgeted for in AUTHORITY: The Mayor appointed the following in to five years: Claude Cory John Hawley Smith Guy Stormont Dave Powers Jim Klien Sue Carter received permission to put the new park building at Riverside Park out for bid. Mr. Marvin Carter introduced Vavessa Olson and Monica Cellmer of Mr. Graham's high school PDP class. There being no further business to come before the Council at this time, the meeting was adjourned at 7:55 p.m. The bid for doing this years budget.
