COUNCIL CONFERENCE ROOM MEMBERS PRESENT: Chairman Kate Hart Doug Poehls Chuck Dickerson Mark Mace Mayor Olson OTHERS PRESENT: Bill Sheridan Cathy Gabrian Chairman Kate Hart called the regular meeting of the Budget/Finance Committee to order. There was no public in attendance. The minutes of the June 8,2010 meeting were presented and approved via motion by Mark, seconded by Doug, and passed unanimously. May Journal Vouchers#949-952,and the Utility Billing Adjustments for May 2010 were reviewed. Motion by Chuck, seconded by Mark to approve the journal vouchers and UB adjustments. Motion passed unanimously. The May 2010 Financial Statements were reviewed by the committee. Kate questioned the funding for the new police car. Mayor Olson said he would have an answer at the next meeting. Motion by Mark, seconded by Chuck to recommend approval of the May 2010 Financial Statements to the council. Motion passed unanimously. The committee reviewed the Comp/OT reports for PPE 6/4/2010. Mayor Olson said he was very appreciative for the hard work the city crew did on the water breaks and replacement of two blocks of line. Money was saved on the East I' Street project and the mayor would like to invest the remainder into an area of town with bad pipes and possibly replace 3`d Avenue from 71h to 9`h Street. All 4-inch lines need to be identified in town as these do not meet fire flow standards. There are large assembly areas that are serviced by 4-inch lines. The Payroll Register for PPE 6/4/2010 totaling$164,524.12 was reviewed by the committee. Motion by Chuck, seconded by Doug to recommend council approval of the payroll register. Motion passed unanimously. Clerk/Treasurer's Comments: Budget process: The mayor said Shirley Ewan was hired as a temporary Clerk/Treasurer and will start on Wednesday. Norm Klein will work with Bill and Shirley on the budget. Mayor Olson said it looks like there will be a shortfall in revenues this year and it may not fully be realized this year since HB124 entitlement is based on an average of four years, but it will eventually hit us hard. Mayor's Comments: TIED update: Mayor Olson said the Laurel Urban Renewal Agency is asking for an accounting of the fund. The reports are hard to read and decipher but they will get help to determine what is in this fund. Chief Administrative Officer Comments: West Main Sidewalk SID& overlay: Bill said it will be the end of June before work gets started on this project. Wastewater Plant Upgrade project report: The project is moving along. Budget/Finance Committee June 15,2010 Police Labor Union: There has been no progress. The city needs to get a budget in place before negotiations can proceed. Completion of East Main project: The project is still not done. Sewer Life Stations—East Main: Bill said one lift station is really torn up and the city would like written notification of what is going on. Ground water is causing a lot of problems and they are having trouble finding a solid area to place a base. The second lift station is started and about 50%complete. Cast Iron Water Mains: Bill said we need to push to replace the cast iron pipes in town. This is unacceptable service to our customers. Other: Mayor Olson said the city has a contract with Shirley Ewan. She will receive city insurance and a contract not to exceed six weeks or payment in excess of$5,000 of compensation without council approval. Bill spoke regarding recycling. We received notice from the City of Billings of a fee increase. He said we need to look into recycling to help cut down on what we take to the landfill. There was discussion on having a private company come in and set collection containers in town. Chuck suggested a location but does not want to pursue it unless someone is interested in coming in. The next regular Budget/Finance meeting will be Tuesday,July 6`h at 5:30 p.m. Kate may not be here for the meeting.
