HomeMy WebLinkAboutCity Council Minutes 09.16.1981Minutes of the City Council of Laurel September 16, 1981 A regular meeting of the City Council of the City of Laurel, Montana, was held in the CounciI Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on September 16; 1981. COUNCIL MEMBERS PRESENT: Bill Brennan Terry Fink Ervin Metzger Albert Ehrlick Harold Burns Duane Behm DonaId Meyers Susan Carter Reverend Wilhelm. meeting of September l, 1981, approved as COUNCIL MEMBERS ABSENT: INVOCATION: Invocation given by MINUTES: Minutes of the regular presented. CORRESPONDENCE: Letter received from Montana League of Cities and Towns advising of a meeting regarding Block Grants, to be held in Billings on September 24th. CITY CLERK'S AND CITY TREASURER'S FINANCIAL STATEMENTS: City Clerk's and City Treasurer's Financial Statements for the month of August were presented for review and approval. Motion by Alderman Metzger to approve the City Clerk's and City Treasurer's Financial Statements as present~d, seconded by Alderman Brennan. Carried. MIKE RICHMOND - MONTANA POWER CO.: Mr. Richmond briefly reviewed the proposed Lighting District No. 3, which was previously discussed on July 21, 1981. RESOLUTION NO. 1883 A RESOLUTION OF INTENTION TO CREATE SPECIAL IMPROVEMENT LIGHTING MAINTENANCE DISTRICT NOo S OF THE CITY OF LAUREL, MONTANA, FOR THE PURPOSE OF SECURI~G A~D PROVIDING ENERGY AND MAINTENANCE FOR NEW STREET LIGHTS, DESIGNATING THE NUMBER OF SAID DISTRICT, DESCRIBING THE BOUNDARIES THEREOF, STATING THE GENERAL CHARACTER OF THE IMPROVEMENTS TO BE MADE, ESTABLISHING THE ESTIMATED RATE FOR ENERGY AND MAINTENANCE THEREOF, AN APPROXI- MATE ESTIMATE OF THE COST OF MAINTAINING SUCH LIGHTS AND SUPPLYING ELECTRICAL CURRENT THERE- FOR FOR THE FIRST YEAR, THE PROPORTION OF THE COST TO BE ASSESSED AGAINST THE ABUTTING PRO- PERTY, AND THE METHOD OF ASSESSMENT OF SAID COSTS. Motion by Alderman Meyers that Resolution No. 1883 be passed and adopted, seconded by Alderman Ehrlick. Carried. UNPAID GARBAGE COLLECTION FEES: RESOLUTION NO. 1882 BEING A RESOLUTION LEVYING AND ASSESSING A SPECIAL TAX AGAINST CERTAIN PROPERTY DESIGNATED AS GARBAGE NO. 1 AND NO. 2 FOR THE REMOVAL OF GARBAGE AND REFUSE. Motion by Alderman Behm that Resolution No. 1882 be passed and adopted, seconded by Alderman Meyers. Carried. 2 Minutes of the City Council of Laurel CURT McKENZiE - ADVANCED WARNING SIGNING AND RAILROAD CROSSING SYMBOL PAVEMENT MARKINGS: The City has received a letter from the State Highway Department proposing that we sign an agreement to maintain the five railroad crossings in town. However, two of them are on a State highway designated truck route and there has been no official notice to close these truck routes, so therefore it still belongs to the State Highway Department and we do not wish to maintain them for the State. A similar situation exists in an area which is maintained by the county. Without any objection from the Council, the Mayor directed Curt McKenzie to contact the Montana Highway Department and see if he can get this matter resolved. MAYOR'S COMMENTS: Appointment of City Attorney: Without any objection from the Council, the Mayor appointed Joseph M. Bradley as City Attorney from September l, 1981, through December 31, 1981. We have received a communication from PSC granting part of our appeal and denying part of it. We have been granted 46¢ per 100 cubic feet of water consumed and denied what we asked on multi-family dwellings, refinery and upper pressure zone. Mayor announced the annual meeting of the Montana League of Cities and Towns will be held at the Billings Sheraton September 23rd to 26th. Ervin Metzger was granted permission to leave the state September 25th and October 13th. Mayor announced that he has appointed a new policeman, Anthony F. Barone, who must serve a one-year probationary period before permanent appointment. Alderman Fink wanted to know if they could get electricity hooked up to the garage at the cemetery and also tires for the bobcat. He was advised to check with the Budget and Finance Committee. With no objection from anyone on the Council, the Mayor was given permis- sion to give Notice to Proceed on the Secondary Wastewater Treatment Plant. HKM will be here at the October 6, 1981, meeting to review the EPA grant. There being no further business to come before the Council at this time, the meeting was adjourned at 7:25 p.m.~ Approved by the Mayor and passed by the City Council of the City of Laurel, Montana, this 6th day of October, 1981~ Donald L.
