COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Norman Orr Troy Kelsey Chuck Dickerson Mary Carter MEMBERS ABSENT: Emelie Eaton OTHERS PRESENT: Kelly Rhoads, Kurt Markegard Public Input: None Sidewalk Program: Kurt stated that Hardin has a sidewalk program in place. The city loans money to the residents to pay for the improvements at a 4.5% interest rate. The City of Billings also has a sidewalk replacement program in place. Kurt plans to meet with Debi Meling next week to discuss their program. Kurt stated that he will set up a meeting with Stefan Streeter for the street and sidewalk projects. Kurt stated that the state has 120 days to repair the sidewalks that are damaged on the state routes once the city notifies them. Kurt stated that a possible sidewalk maintenance district could be set up. He stated that the council will have to act on this whether it is through a resolution or ordinance. Street Maintenance 2010: Kurt is working with Chad Hanson from Great West Engineering regarding the street maintenance project. He stated that there is $400,000.00 in the street fund. Kurt explained that streets are going to be chip sealed and crack sealed shortly. He explained that letters will go out to the residents where the work is going to be done to tell them when, they need to have their cars moved off the streets. Kurt explained that doing this will prevent cars from being in the street so the entire street can be done. Other: Kurt explained the recent erosion of the bank at Riverside Park. He said that North Western Energy will have to install a new power pole because the old one may be washed away due to the erosion. Kurt explained that the Army Corps of Engineers was contacted regarding funding to address the erosion issue. He also stated that Jim Kraft was contacted regarding sand bags and other utility companies were contacted to help with the issues. Kurt explained the recent waterline break and stated that two blocks of waterline would need to be replaced. He said that the waterline has been leaking since Thursday and the crew is not able to shut the line down completely. When the crew shuts one line down, the waterline breaks in another place. He said they were going to try one other thing to get the water shut down. If that did not work, they may have to hire a contractor to replace the waterlines, which would cause them to shut the main line down to those blocks.
