COUNCIL MEMBERS PRESENT: Albert Ehrlick Harold Burns Duane Behm COUNCIL MEMBERS ABSENT: Ervin Metzger Donald Meyers INVOCATION: Invocation given by Reverend Whanger. MINUTES: Minutes of the regular meeting of July 7, 1981, presented. CORRESPONDENCE: None of the City of Laurel, Montana, order by Mayor Larry D. Bill Brennan Susan Carter Terry Fink approved as SID No. 106: This being the time and place advertised~ a public hearing was held. No formal protests have been received by the clerk. Curt McKenzie reviewed the cost and described the boundary of the proposed SID. There were 33 people~present in favor of the SID (a list has been entered into the record) and there was no one present protesting the SID. Discussion. RESOLUTION NO. 1856 A RESOLUTION CREATING SPECIAL IMPROVEMENT DISTRICT NO. 106 AND DESIGNATING THE BOUNDARIES THEREOF. Motion by. Alderman Behm that Resolution No. 1856 be passed and adopted, seconded by Alder'man Ehrlick. Carried. RESOLUTION NO. 1857 A RESOLUTION PROVIDING FOR THE RECEIVING OF BIDS AND THE LETTING OF A CONTRACT FOR THE CONSTRUCTION OF IM- PROVEMENTS IN SPECIAL IMPROVEMENT DISTRICT NO. 106. Motion by Alderman Burns that Resolution No. 1857 be passed and adopted, seconded by Alderman Behm. Carried. RESOLUTION No. 1858 A RESOLUTION AUTHORIZING THE ISSUANCE OF BONDS AND THE SALE TO THEREOF, THE PROCEEDS OF SAID SALE TO BE USED IN MAKING PAYMENT TO THE CONTRACTOR OR CONTRACTORS OF SPECIAL IMPROVEMENT DISTRICT NO. 106 AND THE COSTS OF CREATING SAID IMPROVEMENT DISTRICT. Motion by Alderman Ehrlick that Resolution No. 1858 be passed and adopted~ seconded by Alderman Brennan. Carried. MIKE RICHMOND - LIGHT DISTRICT NO. 3: Mr. Richmond presented a petition in favor of a new lighting' di'strict in the downtown business area~ which will replace Light District No. 1. However, since there has been a change in the law effective October 1, 1981, that the entire cost of the district can be assessed to the property page 2 Minutes of the City CoUncil of Laurel owners, instead of only 75%, it was decided to wait until the Council meeting on September 16, 1981, to pass a resolution on the intention to create this new district. ORDINANCE NO. 697 (second reading) CREATING A VOLUNTEER AMBULANCE SERVICE FOR THE CITY OF LAUREL. Introduced at a regular meeting of the City Council on July 7, 19B1, by Alderman Metzger and seconded by Alderman Meyers. Upon taking a roll call vote at the meeting of July 21, 1981, the ordinance was passed and adopted by all aldermen present voting "yes." PRELIMINARY BUDGET AND ANNUAL TAX LEVIES: Motion by Alderman Behm to adopt the preliminary budget as seconded by Alderwoma'n Carter. Carried. RESOLUTION NO. 1859 BEING A RESOLUTION LEVYING TAXES FOR GENERAL AND SPECIFIC' PURPOSES FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1~ 1981. Motion by Aide?man Behm that Resolution No. seconded by Ald'e'rman 'Brenn'an'. Carried. RESOLUTION NO. 1860 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT LIGHTING NO. 1, OF THE CITY OF LAUREL, MONTANA, WITH THE ENTIRE COST OF MAINTENANCE AND ELECTRICAL FOR THE YEAR 19B1. Motion by Alderman Ehrlick that Resolution No. 1860 be passed and adopted, seconded by Alderwoman Carter. Carried. RESOLUTION NO. 1861 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT LIGHT NO. 2, OF THE CITY OF LAUREL, MONTANA, WITH THE ENTIRE COST OF MAINTENANCE AND ELECTRICAL CURRENT FOR THE YEAR, 1981. Motion by Alderman Ehrlick that Resolution No. 1861 be passed and adopted, seconded by Alderman Burns. Carried. RESOLUTION NO. 1862 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN THE CITY OF LAUREL, MONTANA, FOR EMERGENCY SNOW REMOVAL. Motion by Alderwoman Carter that Resolution No. 1862 be passed and adopted, seconded by Alderman Brennan. Carried. RESOLUTION NO. 186B BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN STREET SWEEPING DISTRICT NO. 1 OF THE CITY OF LAUREL, MONTANA, FOR THE PURPOSE OF THE SWEEPING OF STREETS IN THE DOWNTOWN OR BUSINESS DISTRICT. presented, 1859 be passed and adopted, page 3 Minutes of the City Council of Laurel Motion by A.lderman Ehrlick that Resolution No. 1863 be passed and adopted, seconded by Alderman Behm. Carried. RESOLUTION NO. 1864 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 93 OF THE CITY OF LAUREL MONTANA. Motion by Alderman Behm that Resolution No. 1864 be passed and adopted, seconded by Alderwoman Carter. Carried. RESOLUTION NO. 1865 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 94 OF THE CITY OF LAUREL MONTANA. Motion by Aldermap Ehrl.i.c.k that Resolution. No. 1865 be passed and adopted, seconded by Alderman Brennan. Carried. Motion by Alderman .Behm that Resolution No. 1866 be passed and adopted, seconded by Alderm'an Bren'nan. Carried. RESOLUTION NO. 1872 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 102 OF THE CITY OF LAUREL, MONTANA. Motion by Alderman Ehrlick that Resolution No. 1872 be passed and seconded by Alderman Brennan. Carried. RESOLUTION NO. 1873 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 104 OF THE CITY OF LAUREL~ MONTANA. Motion by Alderman Ehrlick that Resolution No. 1873 be passed and adopted, seconded' by'Alderwoman Carter. Carried. RESOLUTION NO. 1874 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 105 OF THE CITY OF LAUREL, MONTANA. Motion b.y Alderman Ehrlick that Resolution No. 1874 be passed and adopted, seconded by Alderman Brennan. Carried. CURT McKENZIE: Discussed the changing of a street name in the Casa Linda Subdivision. RESOLUTION NO. 1875 CHANGING STREET NAME IN BLOCK 4, CASA LINDA SUBDIVISION FROM llth AVENUE TO DEL REY CIRCLE. Motion by Alderman Behm that Resolution No. 1875 be passed and adopted, seconded by Alderman Ehrlick. Carried. Curt McKenzie has.been working on the group comprehensive major medical program and a policy has been agreed upon, which is with Blue Cross of Montana. RESOLUTION NO. 1876 APPROVING A GROUP COMPREHENSIVE MAJOR MEDICAL PROGRAM Motion by Alderman Ehrlick that Resolution No. 1876 be passed and adopted, seconded by Alderman Behm. Carried. A life insurance plan with Western Life Insurance Company was also discussed. This replaces the one with Equitable. RESOLUTION NO. 1877 APPROVING GROUP LIFE INSURANCE PLAN Motion by Alderman Ehrlick that Resolution No. 1877 be passed and adopted, seconded by Alderman Burns. Carried. be passed and adopted, page 5 Minutes of the City Council of Laurel Motion by Alderwoman Carter that a letter be written to the Equitable Life Assurance Society of the United States and to the city employees in- forming them that the city has adopted a new insurance program with a dif- ferent company and that the city wii1 no longer pay premiums under the group health and life policies with Equitable and if an employee wishes to continue the insurance under a private policy he/she should contact Equitable, seconded by Alderman Brennan. Carried. DUANE BEHM - GARBAGE SURVEY: Mr. Behm discussed the possibility of including a feasibility study on refuse conversion along with the garbage rate study that Widjac Corporation will be doing some time this summer. This would cost approximately $2,000.00 additional. Discussion. Motion by Alderman Ehrlick to authorize an additional expenditure of $2,000 for a study of the' f'easibility of establishing a waste-to-energy facility, seconded by Alderwoman Carter. Carried. ALBERT EHRLICK ? STREET AND ALLEY COMMITTEE: Mr. Ehrlick reqported that there has ~en a requ'est for a one~way alley going north at the Security Federal Savings & Loan, with a drive-up window on the alley. Ike Schoessler has agreed to furnish the concrete and one-way signs. Discussion. Motion by Alderman Ehrlic.k.to approve the recommendation of the street and all'e'y committee''f¥~''a one-way alley going north at the Security Federal Savings and Loan, seconded by Alderman Behm. Carried. Without any objection from the Council, the Street and Alley Committee minutes of July 20~ 1981, were entered into the record. DAVE MICHAEL: Reviewed and discussed.the.letter from PSC regarding the rate hearing and the setting of new rates. A letter was written to the PSC requesting a re-hearing. MAYOR'S COMMENTS: The Mayor expressed sympathy on behalf of the City on the death of Martha "Mick" Lenhardt. Sue Carter and Duane Behm were granted permission to leave the State.
