REPORTS May 25, 2010
MAY 5: OPERATION COYOTE 2010 EXERCISE REPORT: The exercise in Laurel went well. Great
interaction between emergency responders and the victims. Approximately 50-60 people attended
the Exercise 'hot -wash' the following day. The after action report is being completed and should be
available by the June meeting. Many thanks to the CHS Refinery and the citizens of Laurel for
hosting the exercise.
No other exercises are currently on the books.
The Airport will be conducting a table top exercise on May 19th.
Jim Kraft reported that he had heard that Elysian School would be conducting a full -scale evacuation
on May 19"h, but that it was not confirmed.
GRANTS COMMITTEE [DIANNE LEHM, CHAIR]
Dianne Lehn reported that there is not much new going on with grants and or completely new grant
opportunities.
HAZARDS MITIGATION — FUEL REDUCTION GRANT — SUB - DIVISIONS: Still pending
ASSISTANCE TO FIREFIGHTER GRANT Dianne reported that It was her understanding that Lockwood Fire
District has received notification of award under the 2009 Assistance to Firefighters Grant process.
The 2010 Assistance to Firefighters Grant process doses May 28, 2010.
YELLOWSTONE COUNTY OPERATIONS PLAN: Pending.
Jim Kraft reported that a Buffer Zone Protection /law enforcement related grant has been given to
Cenex/Laurel in the amount of $200,000 for the purchase of thermal imagers, radio equipment, etc.

COMMITTEE CAER/CITIZENS CORPS [PAM SANDERSON] Volunteers
REPORTS Pam reported that she had a conversation recently with Jan Lombardi, Govemor's Office regarding voucanvolunteer.
her disappointment in the Citizens Corps funding not coming down to the local level.
She also reported that she has been in contact with Lori Brown and that she may be interested in
conducting State -Wide and /or regional CERT (Community Emergency Response Training) here in
Billings. The training could be endorsed by the LEPC but would be training and skills for individuals.
Participants in Yellowstone County could then affiliate with disaster response volunteer agencies
such as CAER — Citizen's Corps, etc.

Greg Neill reported not much going on. H1N1 seems to be winding down and the sub - committee
continues to work on the review of the medical portion of the disaster plan.
CONFERENCE SUB - COMMITTEE [PAUL HUTTER1
In the absence of Paul Rutter, Dianne Lehm reported that the Conference Committee has begun
preliminary work on the 2011 Conference. She reported that the last Committee meeting they
were discussing the benefits of reducing the number of 'tracks' offered at the 2011 Conference.
She reported that the Conference Committee will be soliciting ideas and suggestions for next
year's Conference shortly.

Due to the absence of the Committee Chair, the Communication Sub - Committee meeting was June10, 2010

BIG SKY 11 CONSORTIUM [JIM KRAFT]
Jim Kraft reported that work continues on the various tower sites throughout Yellowstone County.
The Dunn Mountain site, which was found to be unstable due to mining activities in the area, has not
been eliminated completely as a usable tower site location, however another site in the Duck Creek
Road area was identified as a suitable microwave installation location for the State plan. Cobum Hill,
Pompey's Pillar, Skyview High School and Sacrifice Cliffs are key areas for towers and /or relay sites
for Yellowstone County.
The 2nd phase of the State -Wide Interoperability Plan is to get all public safety users on the same
system, on the various sites throughout the State.

L-449 ICS TRAIN- THE - TRAINER Comm: June 14-18, 2010, MSU- BILLINGS, Presented by the
Center for Domestic Preparedness: Course Description - This course prepares participants to
deliver AND /OR manage ICS curricula. While ICS 100 and 200 courses are addressed, the major
emphasis is on ICS 300 and 400. Target Audience: Law enforcement, EMS, fire, hazardous
materials (HazMat), public works, govemment, public safety communications, health care and
public health.

Pre - requisites: ICS -100 ICS -200 ICS -300 ICS -400 IS -700.a and IS -800.a courses offered by
the Federal Emergency Management Agency (FEMA) or the Center for Domestic Preparedness
(CDP) or equivalent agency. Participants must have worked as IC, command OR general staff
positions on incidents that went longer than one operational period OR an incident OR exercise
that involved a written action plan and involved multiagency coordination. Participants will agree to
conduct or manage at least two ICS courses in their jurisdictions within 2 -years of course
completion. Physical location TBA. Registration Fee: $10.00. Registration Deadline: May 28,
2010. Application is amended to this document.
CRISIS LEADERSHIP FOR LOCAL OFFICIALS - JULY 12 -13, 2010 • HILTON GARDEN INN BILLINGS. The
National League of Cities (NLC) in cooperation with the International City/County
Management Association (ICMA) will be conducting an emergency training program "Crisis
Leadership for Local Officials" funded by the Department of Homeland Security. This two -day
program is intended to educate local leaders about their role in emergency management as
well as support the National Preparedness Goal of meeting specific national priorities of
expanded regional collaboration, as well as strengthening information sharing and inter - operability
communications. The course will help improve intra and intergovernmental coordination,
communication, and mutual /automatic aid during and after a disaster. Pre - requisite: Should be
familiar with your local emergency operations plan and have taken the IS100, IS700A and
IS800. This course will effectively address the four missions of emergency management,
prevention, protection, response and recovery.
COURSE OUTLINE: Identify hazards that impact your community and region. Identify your
community and region's emergency management structure. Identify the critical roles and
responsibilities of local elected and appointed officials before, during, and after emergencies. Identify
the types of resources in the community and region. Recognize your community and region's

MEDICAL PREPAREDNESS & RESPONSE TO BOMBING INCIDENTS (MPRBI) PER -233 AND MGT 348
This course addresses medical preparedness for and response to blast effects through a
combination of lectures, small group activities and tabletop participant exercises. Participants
completing this course will gain an enhanced understanding and awareness of issues and
considerations relating to a bombing incident. Content areas include identification of targets,
explosives characteristics, pre -attack indicators, pre- and post- detonation response, bombing
injuries, security, and resource management.
This course represents a cooperative effort between the Energetic Materials Research and Testing
Center (EMRTC) and the National Emergency Response and Rescue Training Center (NERRTC),
which is operated by the Texas Engineering Extension Service, a member of The Texas A &M
University System.

Prerequisites: None, although familiarity with the National Incident Management System (NIMS)
and the Incident Command System (ICS) via completion of FEMA independent study courses IS-
100, IS -200, and IS -700 (or their equivalents) is recommended.
Class Size: Maximum of 50 participants
Continuing Education Hours: This continuing education activity is approved by the Continuing
Education Coordinating Board for Emergency Medical Services (CECBEMS), Emergency Nurses
Association (ENA) and American Academy of Family Physicians (AAFP).

NEW BUSINESS RED CROSS VOLUNTEERS: Jill reported that the State received a grant from the Wal -Mart Foundation
which provided enough funding to purchase 8 shelter manager kits, supplies and vests to identify
Red Cross members. She reported that they have been working on sheltering agreements, 15 within www. montanaredcross.orq
the state and 7 in Yellowstone County.
She also reported that they have been receiving calls for volunteers for National deployments.

ICS SIMULATOR LAB:
Jim Kraft reported that the Fire Department is currently seeking funding and donations to
purchase an ICS simulator for a proposed Incident Command Lab in the basement of Fire Station
#1. The proposed purchase of laptop computers and software, from a company called 'Flame
Sim° would allow emergency responders to simulate a structure fires and 'role play' the incident
using the computer based program. At last report, ConocoPhillips, Lockwood Fire, ExxonMobil
and the Billings Fire Department and Yellowstone County DES have pledged funding and support
for the ICS Lab. Jim also reported that Billings Fire Assistant Chief Frank Odermann stated that it
could be used for the EOC.

Chuck reported that he became aware and involved with the Yellowstone County LEPC due to the
H1 N1 outbreaks and the review of their own pandemic response plan.

He reported that Sysco is the global leader in selling, marketing and distributing food products and
paper products to restaurants, healthcare and educational facilities, lodging establishments and other
customers who prepare meals away from home. Its family of products also includes equipment and
supplies for the foodservice and hospitality industries.
On a local level, Sysco employs approximately 375 people with more than 5,000 customers. Part of
their response plan was an expansion project that should be completed by the end of the month, the
installation of a generator system that will keep the cooler functioning in the event of an emergency.
And most critical to their goal of keeping the Sysco facility functioning and to service priority care
customers was to focus on cross - training their employees.
For Sysco, it began with a promise to assist foodservice operators in providing consumers with
solutions for meals consumed away from home. Since the initial public offering in 1970, when sales
were $115 million. In 1977 Sysco surpassed its competitors to become the leading supplier to
