July 7, 1981
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the council chambers and called to order by Mayor Larry D.
Herman, at 7:00 p.m., on Tuesday, July 7, 1981.

INVOCATION: 'Invocation given by Reverend Whanger.
MINUTES: Minutes of the regular meeting of June 16,
presented.
Minutes of the special meeting of June 17, 1981,
1981, approved as
approved as presented.
CLAIMS: A copy of the "Statement of Items Released for Payment" for the
June claims has been Presented to the council for review and approval.
Motion by Alderman ~.t.z.g.er to approve the June claims as presented,
seconded by Alderwoman Carter. Motion carried.
PRELIMINARY BUDGET: Copies of the 1981-82 Preliminary Budget have been
pre's'ent'e'd t'o the' council for review. Approval of the Preliminary Budget
is set for July 21st. ..........
PUBLIC HEARING ON PROPOSED USE OF REVENUE SHARING FUNDS FOR THE FISCAL
'YEAR 1'981'-'82i' "'T~"is being the time and place advertised for a public
hearing on ~he proposed use of Revenue Sharing funds, the meeting was
opened up for discussion to the audience. There being no comments from
the public, the hearing on Revenue Sharing funds was closed.
CEMETERY BOARD: Terry Fink, being absent, has asked that the Cemetery
Board Committee minutes dated June 10th be entered into the record.
Motion ~y Alderman Ehrlick that the Cemetery Board minutes of June
10th be entered into t'he record, seconded by Alderman Behm. Motion
carried.
ORDINANCE NO. 697 (lst reading)
CREATING A VOLUNTEER AMBULANCE SERVICE FOR
THE CITY OF LAUREL.
Motion by Alderman M.e.tz.g.er that Ordinance No. 697 be introduced for
the first reading, seconded by Alderman Meyers. Second reading to be
JuIy 21st.
BUDGET COMMITTEE:
Moti.o.n..by A.l.d.e.~.a.n..Me.~.zg.e.r that the Budget Committee minutes of
June 23, 1981,.'be entered into the record, seconded by Alderman Meyers.
Motion carried.
STREETS IN CASA LINDA SUBDIVI.S.ION.. AND WILL. OW CREEK SUBDIVISION: Curt
McKenzie discu's's'ed a name change on streets in Casa Linda Subdivision
and Willow Creek Subdivision. Presently the streets are numbered 10th
Avenue, 12th Avenue and llth Avenue. It was suggested to leave 12th
Avenue as is and rename llth Avenue. Curt to make a recommendation at
the next meeting.

PARK COMMITTEE: Alderwoman Sue Carter states that there is a problem at
Riverside Park with parties and liquor consumption where no one is held
accountable. The Park Committee would like to draw up some rules and
regulations but do not want to wait thirty days for them to become effec-
tive. An emergency ordinanee could be drawn up effective immediateiy
stating that the Park Committee will draw up rules and regulations
governing parties in the parks. Any breech of these rules and regula-
tions would be a breech of the ordinance punishable by fine or jail.
EMERGENCY ORDINANCE NO. 698
GRANTING THE PARK COMMITTEE AUTHORITY TO
MAKE RULES AND REGULATIONS GOVERNING ALL
CITY OWNED PARKS AND THAT ANY VIOLATION
OF THE RULES AND REGULATIONS IS A VIOLATION
OF THE ORDINANCE AND PUNISHABLE PURSUANT TO
THE GENERAL PENALTY ORDINANCE OF THE CITY OF
LAUREL.
Motip~ by. Alderwoman C.a.rter that Ordinance No. 698 be passed and
adopted effective immediately, seconded by Alderman Ehrlick. Upon taking
roll call vote~ alt aldermen present voted "aye." Motion carried.
There being no further business to come before the Council at this
time, the meeting was adjourned at 7:BO p.m.
