COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Norman Orr Chuck Dickerson MEMBERS ABSENT: Troy Kelsy, Emelie Eaton, Mary Carter OTHERS PRESENT: Kelly Rhoads, Kurt Markegard Public Input: None Utilities Helping Utilities: Water and Wastewater Agency Response Network (WARN) is a network of utilities helping other utilities to respond to recover from emergencies. Kurt explained that, if the city decides to become a member of the WARN program, there is not a cost associated with it. Kurt stated that a requesting member shall reimburse the responding member. Kurt stated that the responding member may assume in whole or in part of such loss, damage, expense, or other cost, or may loan such equipment or donate such services to the requesting member with charge or cost. Kurt also explained that the responding member shall reimburse the requesting member for personal costs, equipment use, and materials. Kurt stated that the responding member must provide an itemized bill to the requesting member for all expenses incurred by the responding member. The responding member must send an itemized bill not later than ninety days following the period for assistance, and the requesting member must pay the bill no later than forty -five days following the billing date. Kurt explained that this program deals mainly with emergencies. Norman Orr made a motion to recommend to the council to contact WARN and let them know that the city is interested in the program. Chuck Dickerson seconded the motion. Motion carried 4 -0. Sidewalk Program: Kurt stated that the City of Laurel's ordinances state that, if a sidewalk is in poor condition, the council may order the sidewalk to be replaced. The order may be in writing from the council and the owner or agent of the property has thirty days to repair the damaged sidewalk. Kurt stated that when a sidewalk or curb and gutter is constructed under the city council, payment for the construction shall be made by special warrants. Payments of assessments to defray the cost of construction of the sidewalks, curbs and gutters or alley approach may be spread over a term of twelve years. Hardin has a sidewalk program in place. The city loans money to the residents to pay for the improvements at a 4.5% interest rate. Kurt stated that he would like to research this more to try and figure out where the funding will come from before making a final decision. There was discussion on how to put a program together. There was discussion regarding the trees in the boulevard and who pays for the sidewalks to be repaired, since the city planted the trees. Kurt stated that the owner or agent is responsible for the upkeep of the sidewalk on their property. Maps to Container Site: Chuck Dickerson stated that it would be nice to have a map of directions to the container site. Kurt explained that there is a flyer on the counter at the water office with all the container site information on it and that a map could be placed on that. Kelly explained that, when a new customer signs up for water, she gives them a flyer with the container site hours, etc., and briefly gives directions. Council tour of Water & Sewer improvements: Kurt invited the committee to tour the improvements of the water and sewer plants on June 22 at 6:30 p.m. Other: Kurt stated that Ray Cotter sent a letter, stating that he would like to install an RV dump station at another site inside the city limits.
