HomeMy WebLinkAboutCity Council Minutes 04.07.1981Minutes of the City Council of Laurel April 7, 1981 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on April 7, 1981. COUNCIL MEMBERS PRESENT: ~Albert Ehrlick Susan Carter Harold Burns Terry Fink Duane Behm Ervin Metzger Donald Meyers COUNCIL MEMBERS ABSENT: Bill Brennan INVOCATION: Invocation given by Alderwoman Carter. MINUTES: Minutes of the regular meeting of March 17, 1981, approved as presented. CORRESPONDENCE: Received a letter from.David K. Powers of the Laurel Volunteer Fire Department indicating that David Gauslow has been elected the new City Fire Chief. Received a letter from James D. W~len, Deputy County Attorney, advising that Yellowstone County's gambling regulations have been revised. CLAIMS FOR MARCH: A copy of the "Statement of Items Released for Payment" for the March claims has been presented to the Council for review and approval. Motion by Alderman Me.t. zger to approve the March claims as presented, second from Alderwoman Carter. Carried. LES HILLIARD - LAUREL CABLE TV: Mr. Hilliard requested a 10-minute loading zone on the east side of Brd Avenue at Main Street. This matter was referred to the Street and Alley Committee for further study and make recommendation at the next Council meeting. CURT McKENZIE - INSURANCE COMMITTEE: Mr. McKenzie reported that the speci- fications for the insurance package are nearing completion and should be ready by next week. With no objection from the Council, the call for bids will be placed in the Laurel Outlook on April 15, 1981. ORDINANCE NO. 688 (second reading) AMENDING CHAPTER 2.B6 OF THE LAUREL MUNICIPAL CODE, TRAVEL EXPENSE REIMBURSEMENT. Motion by Alderman Fink that Ordinance No. 688 be passed and adopted? Upon a roll call vote, all aldermen present voted "yes." ORDINANCE NO. 689 (second reading) AMENDING CHAPTER 2.16 OF THE LAUREL MUNICIPAL CODE, CITY COURT. Motion by Alderman Metzger that Ordinance Noo 689 be passed and adopted, second by Alderman Fink. Upon taking a roll call vote, all aldermen present voted "yes." ORDINANCE ~O. 690 (second reading) AMENDING LAUREL MUNICIPAL CODE SECTION 10.16.010, SPEED LIMITS IN SCHOOL ZONE. page 2 Minutes of the City Council of Laurel Motion by 'Alderman Ehrlick that Ordinance No. 690 be passed and adopted, second by Alderman Meyers. Upon taking a roll call vote, all aldermen present voted "yes." JOHN ROSENBERG - POLICE DEPARTMENT: Mr. Rosenberg addressed the Mayor and Council on behaif of the Laurel Police Department about a law that went into effect in 1975 regarding insurance for the police department. We have been in contact with Montana Board of Labor Standards, and we would like you to be aware of this problem. We believe that the City is in error and we would like you to look into this matter. The Mayor commented that this is a problem that he recognizes and it is something that the City has been trying to rectify for a number of years through negotiations. I will refer this to the Finance and Negotiations Committee for further study. It may take an Attorney General's opinion to clarify the problem. SUE CARTER - PARK & RECREATION COMMITTEE: Sue reported that gas lines at Riverside Park need replacing because of numerous gas leaks. This was referred to the Building and Park Committees with the recommendation that the people who lease these buildings be contacted also. Sue questioned the possibility of moving the cemetery house down to Riverside Park. But because of the poor shape of the building and the round-about route required to move it to the desired location, it would not be practical. Sue discussed the leasing of park land around the water tower for pasture land. It has been leased to Judy Bailey and Val Krum for 1-year with the limit of 5 horses. Motion by Alderwoman Carter to enter into the r~cord the minutes of the Park & Recreation Committee dated February 24, 1981, second by Alderman Metzger. Carried. TERRY FINK - CEMETERY COMMITTEE: Mr. Fink mentioned that the Cemetery Board is discussing the pos'sibility of setting aside a portion of the cemetery for stack burials. Motion by Alderman Fink to enter into the record the Cemetery Board minutes of March 25, 1981, second by Alderman Metzger. Carried. MAYOR'S COMMENTS: Reported on the PSC hearing held today. Reported on House Bill 76.5. The League bill to allow local governments to set sewer and water rates has passed both houses with amendments and wili become effective on July 1, 1981. This will allow your councils to raise sewer and water rates not to exceed 12% annually. You will have to hold public hearings in your city or town and notify the Consumer Counsel, report the increases to the Public Service Commission and make an annual report. Also, local governments will be required to develop rules and regulations for the operation of their systems and make them available to their users. More details on this law will be sent out. Mentioned that there were 2 trees planted today in front of City Hall by the Unity Garden Club in memory of Inez Vaughn and Edna Chapman.
