PUBLIC WORKS COMMITTEE
APRIL 12 2010 5:30 P.M.

Utilities Helping Utilities:
Kelly handed out a brochure to all committee members regarding the Utilities Helping Utilities program,
also know as WARN. Water and Wastewater Agency Response Network (WARN) is a network of
utilities helping other utilities to respond to recover from emergencies. The Committee decided to bring
this topic to the next meeting when Kurt would be there to discuss.
Trees in Public Right -of -Way:
Chuck Rodgers explained that there is no curb and gutter from First Avenue to Twelfth Avenue including
the Tender Nest. Chuck stated that there are trees in the empty lot which is public right -of -way. It was
said that when all the lots were sold in that location, curb and gutter would be put in. According to Chuck,
Terry Cherry owns this property. There was some discussion about annexation for the homes on West
Twelfth Street. Mark stated that Randy Swenson purchased the lot next to the Tender Nest and is going to
put up another building, so curb, gutter and sidewalk should be put in then. There was discussion
regarding other areas where curb, gutter and sidewalk are needed.
Dangerous Sidewalks — commercial and residential:
Chuck Rodgers stated that, in east one hundred block of Main Street and First Avenue North, there is a
spot in the sidewalk that is raised about three inches. Chuck stated that this spot is in front of the Main
Street EFX and the Board of Trade. Mark stated that there is a state requirement that they fix it. Mark
explained that this law has been in effect for a long time and that if there is a hazard they are required to
fix it. There was discussion on other portions of this block that have sidewalk hazards. Mark stated that
the liability is on the city if they do not recommend that they fix it. Chuck Dickerson made a
recommendation to have the Public Works Department identify the bad sidewalks, on the one hundred
block of East Main and the north side of Main, and enforce that they be fixed with a thirty day notice.
Emelie seconded the motion. Motion carried 7 -0.
Letter from Tim Casey regarding Water Fill Station:
Mark stated that Tim Casey submitted a letter to the council stating that he owns the property on the
corner of West Main Street and 5th Avenue. Tim is willing to let the City of Laurel use this property with
no monthly rent for the purpose of a bulk water fill station. In the letter Tim stated that the City of Laurel
would have to make the necessary improvements to the property. Mark stated that it would be like he was
a partner with the city, because he is requesting .0025¢ per gallon dispensed. There was discussion that
this location would not be a good one for a fill station due to traffic issues. Mark Mace asked the
committee, if they would like to make a recommendation that we do not except Mr. Casey's offer because
this location is not a good one. The committee all agreed.
Mary Carter made a second recommendation to the council that something be brought forward, for the
city to install a bulk water fill station at the city shop. Norm Orr seconded the motion. Motion carried 7 -0.
