A regular meeting of the City Council of the City of Laurel, Montana,
held in the Council Chambers and called to order by Mayor Larry D.

MINUTES: Minutes of the regular meeting of March 3, 1981, approved as
presented.
CORRESPONDENCE: Received a petition to open Date Avenue from E. 6th St.
north to E. 10th St. Matter referred to the Street & Alley Committee.
LVFD ANNUAL REPORT: Dave.Powers presented the 1980 annual report of the
Laurel Volunteer Fire Department's activities. Recommendations for the
future:
l) Purchase one new pumper or aerial pumper as soon as possiDle.
2} Purcha~a breathing air compressor and purification system in 1981.
We are presently working on this project.
3) Continued up-grading of the hose and equipment.
The hiring by the City of a full time building inspector who could
also be authorized to do fire inspections.
5) Possibly adding more volunteer men to the department when we get the
new pumper.
6) Acquisition of land where a training tower and a burn building could
be built.
7) Acquisition of land for a future substation. This would not be needed
until the city grows much larger in size and spreads out much more.
8) Staying with a fully volunteer fire department.
Dave says "thank you" for the cooperation received from the Laurel Police
Department and the Yellowstone County Sheriff's office during 1980. There
were 69 calls in 1980 causing loss of $54,250 property damage. Most fires
are open areas, trash containers, and engine fires. He encourages use of
smoke detectors. Residential fires are caused mainly by heating and cook-
ing. Dave has been the Chief for the last 12 years, and the Mayor thanked
him for a job well done.
CITY CLERK'S AND CITY TREASURER'S FINANCIAL STATEMENTS: City Clerk's and
City Treasurer's financial statements for February were presented.
Motion from Ervin Metzger to approve the statements as presented,
second from Sue Carter. Carried.

RESOLUTION NO. 1840
TRANSFERRING CERTAIN FUNDS OF THE CITY OF LAUREL, MONTANA
Motion from Ervin Metzger that Resolution No. 1840 be passed as
presented, second from Donald Meyers. Carried.

ORDINANCE NO. 688
AMENDING CHAPTER 2.36 OF THE LAUREL MUNICIPAL CODE,
TRAVEL EXPENSE REIMBURSEMENT.

first reading, second from Sue Carter. Carried.
ORDINANCE NO. 689
AMENDING CHAPTER 2.16 OF THE LAUREL MUNICIPAL CODE,
CITY COURT.
Motion from Sue Carter that Ordinance No. 689 be approved for the
first reading, second from Bill Brennan. Carried.
ORDINANCE NO. 690
AMENDING LAUREL MUNICIPAL CODE SECTION 10.16.010,
SPEED LIMITS.
Motion from Bill Brennan that Ordinance No. 690 be approved for the
first reading, second from Donald Meyers. Carried.
WASTEWATER TREAT.ME~T PLANT~ PHASE II AND III: Donald Meyers reported that
HKM Associates, Pilch Engineering, and Morrison-Maierle Inc. were consulted
for bids on Phase II andIII of the.Wastewater Treatment Plant. HKM's bid
totals $246,404 with the City's share being $61~601. Don recommends that
HKM be given the contract as this is an EPA mandate.
RESOLUTION NO. 1841
APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND
HKM ASSOCIATES, SAID AGREEMENT RELATING TO DESIGN AND
CONSTRUCTION OF IMPROVEMENTS TO THE CITY WASTEWATER
TREATMENT FACILITIES, AND APPLICATION FOR AN EPA GRANT.
Motion from Donald Meyers that Resolution No. 1841 be approved granting
authority to execute said agreement and grant application, second from
Harold Burns. Carried.
DUANE BEHM~ GARBAGE RATE STUDY: A special meeting will be called for the
purpose of discussing the garbage rate study report. The clerk will notify
each alderman of the date.
DATES TO REMEMBER: Budget meeting for Department Heads and Committee
members at 7:00 p.m. on March 31, 1981.
Public Service Commission hearing at 10:00 a.m. April 7, 1981. Water
Committee recommends obtaining input from Ken Beven for this hearing.
April 21st there will be public hearings on Mogan Subdivision, GEL
Properties, and an amendment to the Residential Mobile Home zone.
MALIT SUBDIVI~N: The Mayor suggested the possibility of establishing a
sprinkling district. A committee is looking into this possibility.
FAP COMPLEX: Now has a sign identifying the building.
DICK METZGER~ GARBAGE TRUCKS: Both garbage trucks are out of service at
this time. Service will probably be interrupted until next Tuesday. There
will be a notice on the radio and an article in the paper.

GARBAGE CAN FIRES: Dave Powers reported one suspect has been apprehended.
There have been 6 can fires in the past week. We lost 3 cans. There were
5 calls resulting in a cost of $965 to the city for fire protection. There
were also 2 grass fires. There have been 12 incendiary fires so far this
month. Parents are responsible for up to $1,500.00 worth of damage to public
property if done by their children under the age of 18 years.
Permission granted to Harold Burns to leave the state.
