March 3, 1981
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council Chambers and called to order by Mayor Larry D.
Herman~ at 7:00 p.m., on March 3, 1981.
COUNCIL MEMBERS PRESENT: Albert Ehrlick Bill Brennan
Harold Burns Susan Carter
Duane Behm Terry Fink
COUNCIL MEMBERS ABSENT: Donald Meyers Ervin Metzger
INVOCATION: Invocation given by Curt McKenzie.
MINUTES: Minutes of the regular meeting of February 17, 1981, approved as
presented.
CORRESPONDENCE: The Yellowstone City-County Board of Health reqmests
approval of an amendment to the Interlocal Agreement creating the Yellow-
stone City-County Board of Health in 1974. This amendment documents and
formalizes the funding arrangement which has worked so well since that
time. Discussion.
Motion from Alderman Behm~ seconded by Albert Ehrlick, to approve
the amendment by passing Resolution No. 1838. Carried with all members
present voting yes.
RESOLUTION NO. 1838
A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF
LAUREL AND CITY OF BILLINGS AND YELLOWSTONE COUNTY, SAID
AGREEMENT RELATING TO AN AMENDMENT TO THE INTERLOCAL
AGREEMENT DATED JUNE lC, 1974.
The Public Service Commissi.on of Montana has approved an interim water
rate increase of 15.1% for each classification of user based on the 1977
water rates approved.4/12/77 to alleviate the budget deficit of $48,348.
This interim water rate to become effective for water service rendered on
and after January 31~ 1981. This new rate will be reflected on the March
water bills. There will be a public hearing on a permanent rate increase
in the Council Chambers on April 7th at 10:00 a.m.
DEPARTMENT OF NATURAL RESOURCES ENERGY DIVISION: Adela Awner stated that
the ~epartment 'of Natural Resources Energy Division would like to conduct
an energy consumption profile for one of the City buildings. Laurel is
one of 18 cities involved in similar studies. After the study is made,
then projected costs will be tabulated. Partial grants are available for
the audit. The City is interested in having the profile done. There were
no objections rendered by the Council. Bob Musselman is the representative
to do the profile. He will contact the City Clerk to make the necessary
arrangements.
DUANE BEHM - GARBAGE COMMITTEE: Copies of a report from the Study Committee
presented to each alderman. This matter continued until next council meeting.
INSURANCE COMMITTEE: Specifications are being compiled. A July 1 renewal
date is desired. Will try to have specs ready for an April 1 bid date.
LIBRARY BOOK SALE: Ruth Baker and Peg Arnold requested permission to allow
the Laurel Women's Club to conduct a book sale during National Library Week
the first week in April. This has been approved by the Library Board. No
objections from the council. Proceeds will be returned to the library.

CLAIMS: The February 28, 198i, Statement of Items Released for Payment
bas been presented to the committee for approval.
Motion from filderwoman Carter, seoond by Harold Burns, that the
Statement of Items Released ffo'r Payment be approved. Carried.
MAYOR'S COMMENTS: Tom Bradley, City Attorney, is now at home recouperating
from his recent surgery.
The Mayor and Judge Meneilo went to Heiena to give testimony before the
Senate Judiciary Committee regarding BB17B which would establish a justice
court in any city with over 5,000 population.
The Mayor and Curt MeKenzie reported'on their trip to Helena to the FSC
rules hearing. Many cities were against the proposed rules. HB771 and 765
were discussed. HBY?i died. NB765 would aliow a 25% increase yearly on
city owned utilities. The Mayor gave testimony on both bills.
Two house bills regarding SIDs provide for special elections or to kill
SIDs by a 30% protest. Either of these house bills would effectively kill
all SIDs. The Mayor solicited the eouncil's resoiution opposing these bilis.
Motion from ~ibert Ehrlick, second by Bill Brennan, to pass Resolution
No. 183~ in opposition to these two house bills. Carried with all members
present voting yes.
RESOLUTION NO, 1839
THE CITY OF LAUREL'S PROTEST AGAINST HOUSE BILLS
REGARDING SIDs.
On March 16t~ at 7:00 p.m. there will be a Budget and Finance Committee
meeting.
On March 19th at 7:00 p.m. there will be a tentative budget meeting for
Department Heads and committee members.
Tax collections are still slow. The hiring freeze is still in effect
as is the 25% budget cutback.
On March 17th at the Senior Citizens Center there will be an RSVP dinner.
Ail aldermen are invited and urged to attend. Therefore, the next Council
meeting will be held on March 17th at 8:00 p.m.
There being no further business to come before the Council at this time~
the meeting was adjourned at 7:57 p.m.
Approved by the Mayor and passed by the City Council of the City of
Laurel, Montana, this 17th day of March, i981.
