Actual LEPC Balance: $15,499.18 COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH, CHAIR] REPORTS OPERATION COYOTE 2010: Jeff reported this will be a full - scale HazMat exercise. The plan is to have Next Meeting: the City of Laurel, Laurel Police Department, Laurel Fire/Ambulance, Laurel Public Schools heavily February 17, 2010 involved in the exercise. Other agencies that are planning to participate are: AMR, American Red 9:30 a.m. Cross, and Billings Fire Department. Laurel School Admin Building, A table top exercise and two community meetings will be held in Laurel at the Laurel School 410 Colorado Administrative building, 410 Colorado. February 17 Table Top Exercise: Laurel School Admin bldg. 9:30am - 12:00 noon March 13 Laurel Community Mtg: Laurel School Admin Bldg Operation COYOTE © 6:30 p.m. The date for the exercise is May 5, 2010. GRANTS COMMITTEE [DIANNE LEHM, CHAIR] PRE - DISASTER MITIGATION PLAN is scheduled for review. Dianne reported that they have received a grant to assist with the costs. RFP have gone out and the contract has been awarded. FUEL REDUCTION GRANT We did not receive any additional funds through BLM. HAZARDS MITIGATION — FUEL REDUCTION GRANT — SUB - DIVISIONS: Still pending ASSISTANCE TO FIREFIGHTER GRANT Process is closed. Grant Applications must be submitted by individual departments. No word on whether or not any of the rural fire departments submitted grant applications. MARCH 11, 2010 MINUTES 3 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH — BILLINGS, MT 59101 JOE MARCOTTE, CHAIR Jim Kraft reported that the Rural Fire Department Assistance Grant for Communications is still pending. YELLOWSTONE COUNTY OPERATIONS PLAN: The process will take approximately 18 months. COMMITTEE CAERICRIZENS CORPS [PAM SANDERSON] REPORTS In the absence of Pam Sanderson, Joe Marcotte reported Pam has planned a 'thank you/goodbye' open house for Sheri at the United Way Office [2920 2 ^d Avenue North] on Tuesday, March 23rd from 4:00 -5:30 p.m. Joe reported that Pam will have an LEPC related display at the Yellowstone Valley Electric Cooperative annual meeting on Tuesday the 23 For more information, contact Pam at 252 -3839, extension #15. Also if you are interested in becoming a volunteer see www.voucanvolunteer.org HEALTH & MEDICAL ADVISORY GROUP (HMAG) [DEBBIE HEDRICK] Greg Neill reported that the medical portion of the Yellowstone County Disaster Operations Plan is being reviewed. He also reported that plans are in the works to test the medical help desk plan. COMMUNICATIONS SUB - COMMITTEE [PATRICK O'NEILL, Chair] Patrick O'Neill reported that the Communications Sub - Committee is working on a project to develop a glossary of communication terminology, as well as update the information in the communication portion of the interops plan. BIG SKY 11 CONSORTIUM [JIM KRAFT] As reported at the last meeting, Interoperability Montana (IM) has made the decision to use the Fox Site near Skyview High School as their microwave hop from Greeno Hill to Pompeys Pillar instead of the Dunn Mtn site south of Roundup. Dunn Mtn will still be used as a trunking site for the backbone system. MT DES GOVERNOR'S CONFERENCE: APRIL 6 -7, 2010. HOLIDAY INN IN GREAT FALLS, MONTANA. Fee: $85 (includes lunch on April 6) . CRISIS LEADERSHIP FOR LOCAL OFFICIALS - JULY 12 -13, 2010 • HILTON GARDEN INN BILLINGS. The National League of Cities (NLC) in cooperation with the International City /County Management Association (ICMA) will be conducting an emergency training program "Crisis Leadership for Local Officials" funded by the Department of Homeland Security. This two -day program is intended to educate local leaders about their role in emergency management as well as support the National Preparedness Goal of meeting specific national priorities of expanded regional collaboration, as well as strengthening information sharing and inter -operability communications. The course will help improve intra and intergovemmental coordination, communication, and mutual/automatic aid during and after a disaster. Pre - requisite: Should be familiar with your local emergency operations plan and have taken the IS100, IS700A and IS800. This course will effectively address the four missions of emergency management, prevention, protection, response and recovery. COURSE OUTLINE: Identify hazards that impact your community and region. Identify your community and region's emergency management structure. Identify the critical roles and responsibilities of local elected and appointed officials before, during, and after emergencies. To register or leam more about the training course, visit NLC's website at http://www.nlc.om L -449 ICS TRAIN- THE - TRAINER CouRsE: June 14-18, 2010, MSU- BILLINGS, Presented by the Center for Domestic Preparedness: Course Description - This course prepares participants to deliver AND /OR manage ICS curricula. While ICS 100 and 200 courses are addressed, the major emphasis is on ICS 300 and 400. Target Audience: Law enforcement, EMS, fire, hazardous materials (HazMat), public works, govemment, public safety communications, health care and public health. Pre - requisites: ICS -100. ICS -200 ICS -300 ICS -400 IS -700.a and IS -800.a courses offered by the Federal Emergency Management Agency (FEMA) or the Center for Domestic Preparedness (CDP) or equivalent agency. Participants must have worked as IC, command OR general staff positions on incidents that went longer than one operational period OR an incident OR exercise that involved a written action plan and involved multiagency coordination. NEW BUSINESS AGENCY EDUCATION SESSIONS (10 MINUTES) US POSTAL SERVICE (RAE ANN HAIGHT) Since 1775, the Postal Service connects friends, families, neighbors and businesses by mail. It is an independent federal agency that visits millions of homes and businesses every day, six days a week and is the only service provider delivering to every address in the nation. The Postal Service receives no taxpayer dollars for routine operations, but derives its operating revenues solely from the sale of postage, products and services. With annual revenues of more than $69 billion, it is the world's leading provider of mailing and delivery services, offering some of the most affordable postage rates in the world. The Postal Service delivers more than 46 percent of the world's mail volume -some 206 billion letters, advertisements, periodicals and packages a year -and serves seven and a half million customers each day at its 37,000 retail locations nationwide. Its website, usps.com, attracts more than 21 million visitors each month. Rae Ann then spoke briefly about the announcement regarding the five -day delivery plan which was announced March 2. This plan proposes that by reducing street delivery to five days will help rebalance postal operations with the needs of today's customers. It also will save more than $3 billion a year, including reductions in energy use and carbon emissions." This proposal impacts Saturday street delivery. The Post Offices will be open on Saturdays, access to P.O. boxes would continue, Express Mail would be delivered seven days a week and incoming mail would still be processed. In addition to a review by the PRC, it's also necessary for Congress to refrain from enacting legislation that would require the Postal Service to generally deliver mail six days a week after the end of fiscal year 2010. Rae Ann reported that another critical duty entrusted to the US Postal Service in times of disaster is the continuation of mail delivery and assistance to displaced residents. She stated that in a disaster, such as Katrina, postal employees assisted with more than 200,000 change of address requests in the first months following Katrina. This technology designed exclusively for the Postal Service that uses sophisticated DNA matching to detect the presence of anthrax (Bacillus anthracis) in the mail. Postal Inspection Service is the law enforcement agency with locations in Billings and Helena. April the US Marshal's Service is next on the list for the 10 minute Agency presentation.
