MAR 2 2 200 CITY OF LAUREL I am aware that the city council is considering the option of offering bulk water to individuals in and around the city of Laurel. I would like to help the city and have outlined an option that the city might consider. Of course clear and precise details would need to be finalized if this idea were to move along. I own a property at the corner of W. Main & 5t` Avenue which is on the truck route. I am offering this property to the city for the purpose of dispensing bulk water with NO monthly rent. In addition, we would pay for the following improvements to the property: asphalt the lot / concrete the draining area / add fencing and protective concrete barriers where needed / paint traffic flow lines. The City would need to do the following work: install a 2" water line to the property; perform dirt work; add French drain system or connect to sewer line; install bulk water filling stands with back flow device. Add traffic flow direction lanes and driveway outside the property as needed. Miscellaneous other work as needed. Although we are asking for no monthly rent on the property we would require a monthly user fee that can be charged back to the people using this bulk water service. I feel a reasonable monthly user fee would be .0025¢ per gallon dispensed. Again, this fee can be passed on to the user and at no cost to the city. I would ask the city to sign a long term lease agreement, be responsible for all utility costs associated with property (sewer, water, and electric) and provide insurance. I would hope this proposal would interest the city, as I'm willing to offer a great location and off set some of the construction cost. I also believe that this project can be completed in a short period of time because much of the required utilities are very close to the property an easy to access. I hope you will offer this to the city council and ask for them to study this proposal.
