Veteran's Gathering Area - Chuck presented the amended proposal from P & H
Concrete (Hank Guerrero) in the amount of $4,997.00 for 1,646 square feet of concrete.
A second proposal from Charlie White was $10,560. Wally Hall moved and Dick
Fritzler seconded the motion to accept the bid from P & H and direct the City to prepare a
contract. This was unanimously approved. It was mentioned that the contract clarify that
this bid should include rebar, colorant, stamping and gravel to 2".
During discussion, Kurt questioned whether 2" of gravel is enough for protection from
the frost and whether the city guidelines ask for more. He checked the city regulations
and it appears that 3" is standard. Kurt said the city could pay for the gravel directly.
Other - Kurt is checking on pricing for the flag poles through Western Flag.
Meeting adjourned at 6:20.

The Board or Commission assembled at the Mayor's Conference Room, at about 5:30 pm. There was no quorum. Chuck
Rogers, Lu Anne Engh and Wallace Hall were in attendance. Sheridan and Kurt Markegard were in attendance. Norm
Stamper was called and stated he could not attend. Dick Fritzler was called and he came to the meeting.
Much of the discussion involved the approval of P & H Concrete, Inc. as the contractor to build the Laurel Veterans
Memorial Gathering Area, at the Laurel Cemetery. There was considerable discussion regarding the 2 compacted base.
All agreed that a 4" compacted base was needed. Each member stated the cost would go up and be over the $5,000.00
limit. Finally, K. Markegard stated he would provide the pea gravel to make up the 4" compacted base need for the
gathering area. He and Sheridan.stated they would ensure the 4" compacted base would be provided. A second bid was
presented by Chuck Rogers. The bid was substantially higher. K. Markegard or Chuck Rogers were to inform the
contractor to go ahead with the improvements.
There was discussion regarding the color of the concrete. Chuck stated he had discussed the matter with the local
Concrete Company Owner. The owner stated that the color'RED" was available and that he would provide it at little or
no cost. All formally agreed to the above.
Once the above business was approved, there was a lengthy discussion regarding the construction of a sprinkler system
at the Laurel Cemetery. Earlier in the day, Chuck Rogers, K. Markegard, Sheridan, Bud, Bruce and Matt of Public Works,
were at the Cemetery to discuss the improvement with Mr. Robert Williams, who built and maintains the Rockvale
Cemetery. He provided a section and 2" pipe construction of the Rockvale Cemetery Sprinkler System. He suggested his
way of providing sprinklers for the Laurel Cemetery. There was a lengthy discussion.
A rough design, of the layout of the sprinkler system, was made available by K. Markegard. It will be provided to the
Mayor and members of the Board/Commission. A substantial amount of discussion involved bringing the Ditch Water
to the Cemetery", with Mr. Williams. It was generally agreed that the pump system, pump system structure and a new
4 water line to the Cemetery should be constructed, before the sprinkler system was installed. Of course that means
crossing the State Highway and other private property. A lively discussion was carried out with all Commission or Board
Members.
Someone finally brought up the cost of the improvement. Sheridan suggested it would probably cost less than
$100,000. After most Commission or Board Members "fell on the floor", it was suggested that the improvement could
be accomplished with volunteers and City Personnel. Chuck Rogers mentioned that the Cemetery Commission or Board
has about $80,000 to pay for the improvement.
The group finally closed the meeting.
