The meeting was called to order @ 1:30 p.m.

FINANCIAL QUARTERLY FINANCx REPORT [JIM KRAFT] Next quarterly
REPORT At the December 2009 meeting, Jim reported that $15,249.18 is the balance in the LEPC account. report :March 2010
No expenditures and no revenues were received since the last report, except the in & out funding from
a grant for the purchase of seating for the EOC. Question: Where does the LEPC funding come from?
Jim reported that funding comes from the Annual LEPC/MSSC Safety Conference, various donations
such as the annual donation from DPC and grants.
COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH, CHAIR]
REPORTS
OPERATION COYOTE 2010: Jeff reported this will be a full-scale HazMat exercise. The plan is to have Next Meeting:
the City of Laurel, Laurel Police Department, Laurel Fire/Ambulance, Laurel Public Schools heavily February 17, 2010
involved in the exercise. Other agencies that are planning to participate are: AMR, American Red 9:30 a.m.
Cross, and Billings Fire Department. Laurel School
Admin Building,
A table top exercise and two community meetings will be held in Laurel at the Laurel School 410 Colorado
Administrative building, 410 Colorado.
February 17 Table Top Exercise: Laurel School Admin bldg. 9:30am-12:00 noon
March 13 Laurel Community Mtg: Laurel School Admin Bldg Operation COYOTE @ 6:30 p.m.
The date for the exercise is May 5, 2010. Volunteer to assist with script writing are always welcome.

GRANTS COMMITTEE [DIANNE LEHM, CHAIR]
PRE-DISASTER MITIGATION PLAN is scheduled for review. Dianne reported that they have received a
grant to assist with the costs. RFP have gone out and it is expected to be completed by the end of
January. LEPC will be asked to be involved in the plan update.
FUEL REDUCTION GRANT We did not receive any additional funds.
HAZARDS MITIGATION - FUEL REDUCTION GRANT - SUB-DIVISIONS: Still pending
ASSISTANCE TO FIREFIGHTER GRANT Process is Closed. Grant Applications must be submitted by
individual departments. No word on whether or not any of the rural fire departments submitted grant
applications.

Jim Kraft reported that the Rural Fire Department Assistance Grant for Communications is still pending.
YELLOWSTONE COUNTY OPERATIONS PLAN: The process will take approximately 18 months.
COMMITTEE CAERICITIZENS CORPS [PAM SANDERSON]
REPORTS In the absence of Pam Sanderson, Joe Marcotte reported that Pam is planning to have an LEPC
related display at the 2010 Conference in February and to contact Pam if you have any questions or
would like to contribute informational materials for the display.
HEALTH & MEDICAL ADVISORY GROUP (HMAG) [DEBBIE HEDRICK]
H1N1 clinics are now open to the general public. For more information please contact Riverstone
Health.
CONFERENCE COMMITTEE [PAUL NUTTER]

COMMUNICATIONS SUB-COMMITTEE [PATRICK O'NEILL, Chair]
Patrick O'Neill reported that the Communications Sub-Committee did not meet.
BIG SKY 11 CONSORTIUM [JIM KRAFT]
Jim Kraft stated that there is nothing new to report since the previous meeting. The weather continues
impact the progress on the various tower sites.
The Big Sky 11 members typically meet the 4th Thursday of each month. The next meeting is
scheduled for January 28th.
TRAINING SUB-COMMITTEE [MIKE GLANCY / PAUL DEXTRAS]
ICS CLASSES: Joe reported that the ICS classes for Billings Clinic personnel are full due to an
internal reassessment @ the Clinic of who on their staff needs to attend.
NEW BUSINESS AGENCY EDUCATION SESSIONS (10 MINUTES)
YELLOWSTONE COUNTY SHERIFF'S OFFICE [MIKE SCHIENO]
Located in south central Montana, Yellowstone County is Montana's most populous with an estimated
139,936 residents in 2007, according to the Montana Department of Commerce. Deputy Schieno
began with a brief overview of some of the responsibilities of the Sheriff's office which include the
following functions and activities:
? Primary Law enforcement for the 2,635 sq miles of Yellowstone County
? Umbrella agency for the Yellowstone County Detention Center
? Accident and/or criminal Investigations
? Fire/Arson Investigations
? Responses requiring the use of BEAR, or "ballistic engineered armored response vehicle
? Search & Rescue [land & water]
? Public Education
? Crowd and/or traffic control at incidents
? Evacuation Control in the event of a manmade or natural disaster

He then gave a brief summary on what it takes to become a Deputy and how the testing process
works.
SHERIFF'S DEPUTY RECRUITMENT & TESTING: The Montana Law Enforcement Testing Consortium
(MTLETC) administers a written test and a physical abilities test in order to create a pool of
candidates for the position of entry-level peace officer. The following agencies participate in this
process: The cities of Belgrade, Billings, Bozeman, Chinook, Fairview, Glasgow, Great Falls, Havre,
Helena, Laurel, Libby, Livingston, Miles City, Three Forks; and the counties of Lewis & Clark, Park,
Sheridan, Valley and Yellowstone. The MTLETC will be conducting this testing in September of
2009 at three (3) locations around Montana. He also talked about the Sheriffs Reserve Deputy
Program.
SHERIFF'S RESERVE DEPUTY PROGRAM: The Sheriffs Reserve is a group of swom, part-time, volunteer
citizens who assist the Sheriff in supplementing full-time sworn deputies, in performing the day-to-day
delivery of law enforcement services and in emergencies.
Reserve Deputies are commissioned only by the Sheriff and they are directly responsible to the Sheriff
through a full-time swom deputy sheriff who will act as the Sheriffs Reserve Coordinator.
Reserve Deputies have peace officer powers and authority to arrest only when authorized to be on duty
and perform these functions as a representative of the Sheriff.
To maintain the status of a Reserve Deputy with the Yellowstone County Sheriffs Office, a minimum of
8 hours of volunteer time per month is required. There are also paid duties available for Reserve
Deputies who have fulfilled the minimum volunteer time requirement.
When asked about the types of equipment Deputy's typically cant' with them on the job, Mike stated
that they cant' and/are issued tactical vest, a radio, a firearm, with extra ammunition, pepper spray,
taser, handcuffs.
If you need the assistance of the Sheriffs Office, Yellowstone County has county-wide 9-1-1.
