August /4, 1982
A Special meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Aibert Ehrlick at
7:07 p.m., on August /4, 1982. The purpose of this meeting was to hold a public
hearing on the 1982-83 Preliminary and Revenue Sharing budgets.

PUBLIC HEARING ON 1982/83 PRELIMINARY AND REVENUE SHARING BUDGETS: This being
the time and place advertised, a public hearing was held.
No protests were presented.
The City Clerk informed the Council that $2,/475.00 for Landfill "601"
matching funds was not carried over from last year. This is a necessity
because if the City doesn't provide the 25% matching funds, the Federal
government could make the City pay half of the $15,000.00 grant received in
March, 1982.
It was suggested that the $2,000.00 budgeted in Revenue Sharing for moving
the electrical panel in City Hall be used for the Landfill '!601" matching funds,
along with $475.00 of additional cash on hand in Revenue Sharing. The actual
cash on hand was more than originally estimated.
Motion by Alderman Meyers to transfer the $2,000.00 budgeted for moving
the electrical panel, to matching funds for Landfill "601," and to use the
additional cash on hand of $475.00 for a total budget of $2,475.00 for Land-
fill "601," seconded by Alderman Behm. Carried.
FEDERAL AID URBAN SYSTEM: A budget for the Federal Aid Urban System grant for
1982-83 was discussed.
Motion by Alderman Behm to budget $105,718.00 for the Federal Aid Urban
Systems Grant, seconded by Alderman Harris. Carried.
Larry Peterson brought up the question of budgeting for a City Shop fence
for security of our equipment parked there.
Discussion.
Motion by Alderman Meyers to transfer $5,000.00 from the Boom Truck
budget to the City Shop fencing budget in the General Revenue Sharing Fund,
seconded by Alderman Brennan. Carried.
Mike Bloom brought up the question of purchasing a new police car immediately,
vs the costs of repair and maintenance on our old vehicles.
There is money budgeted in Revenue Sharing to purchase a new car; however,
it was recommended that no purchase be made until the outcome of the election
on November 2, 1982, regarding consolidation of law enforcement in Yellowstone
County.
SEWER FUND: Discussion regarding the increased construction costs on the new
wastewater treatment plant, which includes moving of MDU and Conoco pipelines.
It was reported that costs on moving the MDU pipeline has increased $10,000
and moving the Conoco pipeline has increased $5,000 over the original estimate.

Motion by Alderman .B. eh.m to authorize MDU and Continental Oil to proceed
in moving their 'Pi'relines before costs increase any more, seconded by Alder-
woman Sue Carter. Carried.
Motion by Alderman Behm to adjourn the preliminary hearing, seconded by
Alderman Meyers. Carried.
Approved by the Mayor and passed by the City Council of the City of Laurel,
Montana, this 17th day of August, 1982.
