At the start of the meeting, it was questioned about Bill Brew being there and the validity of a
quorum. Monica called Jason Wells to come and bring their constitution. Jason said based on
Union #303's Constitution, President Michelle Steffans appointed Bill Brew as the union
representative at their meeting on Thursday, February 181'', in order to cast a union vote in the
absence of James Huertas.
There was concern whether all employees were able to cast a vote. Donnie said Union #316 had
two members manning the phones so anyone not in attendance could call in and have their vote
recorded. Cathy stated that a ballot was cast for all 20 non-union representatives and her vote
reflects the majority vote.
Three members were absent but all could be reached by phone and each cast their vote during the
meeting. The absent members and their votes were as follows:
Alex Wilkins ............. MMIA ........... Council Representative
Bill Sheridan ............. BCBS ............ Non-Union
H.P. Nuernberger ........ BCBS ............ Union #316
A vote was recorded for the remaining members as follows:
Monica Salo ............. BCBS .............Union #303
Bill Brew ................. BCBS .............Union #303
Donnie Nelson ........... BCBS .............Union #316
Cathy Gabrian ........... MMIA ............ Non-Union
Chuck Dickerson ........ MMIA ............ Council Representative
The vote was five for BCBS and three for MMIA. (NOTE: Out of 64 employees eligible for
insurance, 48 cast votes.)
Chuck said, in the future, we need to start this process in the fall.
Mary said, on the record, this will not be for the greater good of all. Employees voted for their own
personal gain.
Jason said this is based on each employee's personal needs. Monica did an excellent job of getting
the information out there so an informed decision could be made. Mick was also very helpful and
had lots of information for both the committee and employees.
Motion by Donnie, seconded by Monica to recommend to the City Council to go with BCBS as our
insurance carrier. Motion carried 5-0.

A special council meeting will be set up for Tuesday, February 23rd at 6:00 p.m., prior to council
workshop.
Meeting adjourned at 2:50 p.m.
