HomeMy WebLinkAboutSpecial City Council Minutes 07.12.1982Minutes of the City Council of Laurel July 12, 1982 A special meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:08 p.m., on July 12, 1982, for the purpose of discussing the Wastewater Treatment Plant. COUNCIL MEMBERS PRESENT: COUNCIL MEMBERS ABSENT: Marvin Carter Donald Meyers Duane Behm Susan Carter Bill Brennan Rob Harris Bob Gauthier Lonnie Kellogg Jim Kaercher and Mike Alberi from HKM Associates presented and reviewed the site plan layout and costs estimate. The original rough estimated cost was $3,649,393 and has now been revised and updated to $5,049,476, which is $1,400,083 more. The City's 25% share would come to $1,262,369. Discussion. A question was asked if EPA will fund the total increased costs. Mr. Kaercher reported that we have contacted the State and they are willing because the City of Laurel is a major city and a major plant in the State. Second part they have to have is the money from EPA and that's where they really won't commit themselves. They stated that their 1982 budget hasn't been in yet and they don't know what it will be. They suggest that they will have at least another million. But they can't guarantee anything at this time, but they should know by this fall. If this is put up for bid and the funding isn't there, then cuts will have to be made. Discussion. There will be a need for approximately a $900,000 bond issue and Dave Michael reported that these will have to be in hand before the bid is let. Discussion. HKM is in the process of beginning a rate study and they will advise us later and have a discussion on bonding. There was discussion about not making any cuts at this time and go for the $5,049,476 project because some of the items cut would not get done at a later time. If we don't get the full funding, make cuts at that time. Motion by Alderman Marvin Carter that the City go ahead with the project estimate of $5,049,476, seconded by Alderman Meyers. Carried. The time table is to have the specs this fall and go to bid in late fall or early winter and construction to begin Meeting adjourned at 7:40 p.m. pring. Donald L. COUNCIL MEMBERS PRESENT: Marvin Carter Bill Brennan Donald Meyers Rob Harris Bob Gauthier COUNCIL MEMBERS ABSENT: Duane Behm Lonnie Kellogg Susan Carter WENDY SEATON - CRAZY DAYS: It is a request of the ~erchantS~'~n Laurel to close off the street on 1st Avenue between West 1st Street and Main Street for Crazy Days on July 17th. Motion by Alderman Meyers to grant the Laurel merchants approval for Crazy Days and sidewalk booths on July 17th on 1st Avenue between West 1st Street and Main Street, seconded by Alderman Brennan.
