June 1, 1982
A regul~ meeting of the City Council of the City of Laurel, Moatana~
was held in the Council Chambers and called to order by Mayor Albert Ehrlick
at 7:03 p.m., on June 1, 1982.
COUNCIL MEMBERS PRESENT: Lonnie Kellogg Bill Brennan
Marvin Carter Susan Carter
Donald Meyers Bob Gauthier
COUNCIL MEMBERS ABSENT: Duane Behm Rob Harris
INVOCATION: Invocation given by Reverend Wilhelm.
MINUTES: Motio~..by Alderman Gauthier to approve the minutes of the regular
meeting of May 18, 1982, as presented, seconded by Alderman Meyers. Carried.
CORRESPONDENCE: Letter from Montana League oF Cities and Towns requesting
information and announcing a one-day workshop on June 30th regarding Small
Cities Block Grant program.
Received the m±nutes of the Interlocal Cooperation Commission meetings
of May 12th and May 19th.
CLAIMS: The claims for Ma~ were presented for review and approval.
Motion by Alderman Gauthier to approve the claims for May, seconded by
Alderwoman Sue Carter. Carried.
ORDINANCE NO. 711 12nd reading)
AN ORDINANCE CLOSING PORTIONS OF SOUTH 7th
AVENUE IN THE CITY OF LAUREL TO ALL UNAUTHORIZED
PEDESTRIAN OR VEHICULAR TRAFFIC.
Motion by Alderman Meyers that Ordinance No. 71I be passed and adopted,
seconded by Alderman Brennan. Upon taking a roll cali vote, all aldermen
present voted, "YES." Motion carried 6--0.
RESOLUTION NO. 1907 (ANNEXING THE HIGHWAY) AND RESOLUTION NO. 1908 ANNEXING
VILLAGE 'SUBDIVISION:'' 'Resolution No. 1907 was passed and adopted on April 28,
1982, and did not become effective for 30 days (May 28, 1982}. However,
Resolution No. 1908 was passed and adopted on May 4, 1982, and should not
have been passed prior to May 28, 1982.
Motion b.y Alderman Marvin Carter to reaffirm, pass and adopt Resolution
No. 1908, seconded by Alderman Gauthier. Carried.
JERRY FISHER - MUSCULAR DYSTROPHY SWIMATHON: Mr. Fisher requested the City
Council's permission to use the swimming pool on July 24th for a swimathon.
We would provide supervision for the pool and all that we would ask is that
you set aside part of the pool for the swimathon.
Basically what we do is advertise the swimathon event a few weeks prior
to it and put up a few posters and make pledge forms available. It will be
run just like other pledge events -- the walkathon, etc., but it would be
done by kids swimming laps. We wouid get the JC's or some other service
organization to supervise.
Don Meyers said~that he talked with Jerry last week and all he wants is
the Council's approval, then he will take it to the committee. He wanted to
see how the council felt about it.
Don Meyers suggested that since July 24th is on a Saturday, that the
event be run in the morning.

Lifeguards were discussed and it was decided that the City would provide
the lifeguard.
Motion by Alderman Meyers to authorize and approve the swimathon with
our supervision to watch over the pool and with the approval of the Park and
Recreation Committee, seconded by Alderman Kellogg. Carried.
CRAIG STAUS BIG BROTHERS AND SISTERS: Mr. Staus mentioned that right now
they have over 160 volunteers in Yellowstone County and eight of thes~ are
from Laurel. We are expanding in Laurel. It is not Big Brothers and Sisters
of Billings any more, it's Big Brothers and Sisters of Yellowstone County.
The children that we serve are from 6--17 years of age and primarily of
single parents.
The volunteers are serving the children on a one to one reiationship.
The volunteers serve about 2--4 hours a week and make a one year committment
to the child. Most of the children we serve are from divorced situations and
they ara experiencing difficulty as a result of the divorce.
We need a few more volunteers as there are about 13 children here in
Laurel that are going to need volunteers. If anybody knew of anyone who would
like to be a volunteer~ they could call 248-2229.
COMMITTEE REPORTS:
Bill Brennan - License Committee presented the minutes of May 20, 1982.
Discussion.
Motion ~y Alderman Kellogg to accept and approve the License Comm±ttee
minutes of May 20, 1982, seconded by Alderwoman Carter. Carried.
~Police Commission
Motion by Alderman Gauthier to a~¢ept and approve the Police Commission
minutes of May 1Bth and 14th~ seconded by Alderman Brennan. Carried.
Marvin Carter - Garbage Committee At the last meeting we were instructed
to take back, to survey, question, etc., on how the council wants us to handle
the rate structure hearings. How many we should have, etc.
Before we go to the hearing proeess~ do you want to see the adjusted
structure that we have made?
Sue Carter said that we should have a chance to review it before we are
questioned by the public.
Discussion.
It was mentioned that the committee get everything together and present
it to the council before having a hearing, including the resolution and change
in the ordinance.
Possibly this can be done by the next ~ouncil meeting.
Mr. Carter mentioned that members of Garbage Committee are going to
Billings Thursday to look at a garbage compactor, truck, that type of thing
at lO:O0 a.m. at Holiday Inn West.
MAYOR'S COMMENTS: The Mayor requested approval of the appointment of Peg
Kamerzel and Mike Bloom to the Gambling Committee.
Motion by Alderman Brennan to approve the appointment of Peg Kamerzel and
Mike Bloom to the Gambling Committee, seconded by Alderman Kellogg. Carried.

The Mayor also requested approvai of the appointment of himself, Don
Hackmann, Bo~ Gauthier, Wayne ~Lovgren and Peg Kamerzel to the Investment
Committee.
Motion ~y Aiderman Kellogg to approve the appointments of the Investment
Committee, seconded by Alderwoman Carter. Carried.
Don Meyers questioned Mike Bloom regarding the recent test that was done on
the bars for serving minors. He was concerned about entrapment. Mike and
the City Attorney indicated that we weren't prosecuting anyone and that it
wasn't entrapment.
Discussion.
Alderman Keliogg questioned that if Mike felt we had a problem, these
people had been in business ~here for many years, that you didn't go and tell
them that we feel that we have a teenage drinking problem and that they are
buying it in the bars and go about it that route. You left a pretty bad taste
in some of these people's mouths.
Mike Bloom said we have done.that before. We have also received compiaints
from citizens that are concerned and we took ~ecessary action and got together
with the City Attorney before we did it, and we felt this was the way to go
about it.
Discussion.
Discussion regarding having policemen walking a beat.
Dave Michael informed the council that today we had trouble at the sewer plant,
we got oil on our clarifier. We did find out where it came from and they are
working with us to get it cleaned up.
There being no further business to come before the CounciI at this time,
the meeting was adjourned at 7:50 p.m. ~ _~ ~/f~ ~
