[Bikle/Ashworth] FINANCIAL QUARTERLY FINANCIAL REPORT [JIM KRAFT] Next quarterly REPORT At the December 2009 meeting, Jim reported that $15,249.18 is the balance in the LEPC account. report: March 2010 No expenditures and no revenues were received since the last report, except the in & out funding from a grant for the purchase of seating for the EOC. Question: Where does the LEPC funding come from? Jim reported that funding comes from the Annual LEPC/MSSC Safety Conference, various donations such as the annual donation from DPC and grants. COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH, CHAIR] REPORTS OPERATION COYOTE 2010: Jeff reported this will be a full-scale HazMat exercise. The plan is to have Next Meeting: the City of Laurel, Laurel Police Department, Laurel Fire/Ambulance, Laurel Public Schools heavily January 26, 2010 involved in the exercise. Other agencies that are planning to participate are: AMR, American Red 10:00 a.m. Cross, and Billings Fire Department. Billings Clinic Basement Meeting A table top exercise and two community meetings will be held in Laurel at the Laurel School Room Administrative building, 410 Colorado. JANUARY 14, 2010 MINUTES LOCAL EMERGENCY PLANNING COMMITTEE 23058TH AvENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR COMMITTEE GRANTS COMMITTEE [DIANNE LEHM, CHAIR] REPORTS PRE-DISASTER MITIGATION PLAN is scheduled for review. Dianne reported that they have received a grant to assist with the costs. RFP have gone out and it is expected to be completed by the end of January. LEPC will be asked to be involved in the plan update. FUEL REDUCTION GRANT We did not receive any additional funds. HAZARDS MITIGATION - FUEL REDUCTION GRANT - SUB-DIVISIONS: Still pending ASSISTANCE TO FIREFIGHTER GRANT Process is closed. Grant Applications must be submitted by individual departments. No word on whether or not any of the rural fire departments submitted grant applications. Jim Kraft reported that the Rural Fire Department Assistance Grant for Communications is still pending. YELLOWSTONE COUNTY OPERATIONS PLAN: The process will take approximately 18 months. CAERICrrVENS CORPS [PAM SANDERSON] In the absence of Pam Sanderson, Joe Marcotte reported that Pam is planning to have an LEPC related display at the 2010 Conference in February and to contact Pam if you have any questions or would like to contribute informational materials for the display. HEALTH $ MEDICAL ADVISORY GROUP (HMAG) [DEBBIE HEDRICK] H1N1 clinics are now open to the general public. For more information please contact Riverstone Health. CONFERENCE COMMITTEE [PAUL HUTTER] Sponsors & Conference Paul was not able to attend the meeting. In his absence, Mike Smith distributed copies of the Volunteers Needed. Conference Flyer. He reported that at this time there are 12 vendors and 150 registrations signed up Also, laptop computer & for the Conference. He encouraged all LEPC member agencies to support the conference by enrolling LCD projector are their employees. He also reported that they are in needed of lap top computers and LCD projectors needed. for the Conference. JANUARY 14, 2010 MINUTES LOCAL EMERGENCY PLANNING COMMITTEE 2305 8THAvENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR COMMUNICATIONS SUB-COMMITTEE (PATRICK O'NEILL, Chair] Patrick O'Neill reported that the Communications Sub-Committee met @ 12:30 on January 14. He reported that their goals are to update the inventory assessment for communications in Yellowstone County, review the existing County Annex-Communication Plan and draft a plan to standardize communications training plans. BIG SKY 11 CONSORTIUM [JIM KRAFT] Jim Kraft stated that there is nothing new to report since the previous meeting. The weather continues impact the progress on the various tower sites. The Big Sky 11 members typically meet the 4th Thursday of each month. The next meeting is scheduled for January 28th. TRAINING SUB-COMMITTEE [MIKE GLANCY / PAUL DEXTRAS] ICS CLASSES: Joe reported that the ICS classes for Billings Clinic personnel are full due to an internal reassessment @ the Clinic of who on their staff needs to attend. ANNUAL REVIEW & ADOPTION OF BY-LAWS By-Laws were signed at the January 2010 meeting by the LEPC Officers and a copy will be Completed emailed out with the proposed Agenda for the February 11, 2010 LEPC meeting ANNUAL REPORT A reminder to all Sub-Committee Chairs. If you have not yet submitted your annual Sub-Committee Sub-Committee report for 2009, please email your report to Joe Marcotte as soon as possible. reports are due NEW BUSINESS AGENCY EDUCATION SESSIONS (10 MINUTES) YELLOWSTONE COUNTY DES [JIM KRAFT] The major responsibilities of the DES office in Yellowstone County include the following functions and activities: Emergency Plans - DES is responsible for writing and updating the following emergency plans per federal and state laws (FEMA and Title 10, Montana Codes). • Emergency Operations Plan - this is the umbrella plan that gives the City and County department heads and responder's general guidance and duties during a disaster. • Emergency Resource Manual - lists unique resources that may be needed in a disaster. • Hazardous Material Response & Evacuation Plan - a plan for responding to hazardous material emergencies. • Alerting and Warning Plan - guidance for the City/County Dispatch Center listing key personnel and instructions for siren activation. • Rural Fire Policies and Procedures - guidance for the City/County Dispatch Center on paging and dispatching rural fire departments. • Emergency Alerting System Plan (EAS) - guidance to local broadcast media on how, what, when, and where to alert the public. • Community Shelter Plan - a camera-ready copy listing fallout shelters and instructions. JANUARY 14, 2010 MINUTES LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR Communications - DES coordinates the total emergency communications of emergency responders day to day and in a disaster. This is accomplished through the City/County Dispatch Center and mobile communications vans. DES is a member of the City/County Communications Advisory Board created by an intedocal agreement between the City and County. This Board, composed of Police, Fire, and Sheriff personnel, provides guidance to the Dispatch Center. This Board is also the 911 Committee which determines how 911 services are provided county-wide and how 911 funds are spent (such as basic and enhanced 911, new CRT radio consoles and Computer Aided Dispatch (CAD). DES also maintains a liaison with local ham radio operators to provide backup or secondary communications in an emergency. After the terrorist attacks on the World Trade Center Towers on September 11, 2000, communications among emergency responders became an instant issue at all levels of government. During the attacks, fire and police responders from New York City had difficulty communicating with each other via portable and mobile radios. The loss of lives was attributed to the lack of communications "interoperability" between first responders. Since then, much emphasis and grant funding has been focused on the area of interoperability. Alerting & Warning - DES maintains a county-wide system of alerting sirens to alert the public of an emergency. The original siren system was funded by donations from area refineries. Yellowstone County has 24 outdoor alerting sirens, 17 in the Billings/Lockwood area, 2 in Laurel, and one each in the rural communities of Broadview, Shepherd, Huntley, Worden and Custer. These sirens are radio controlled sirens activated from the Billings/Yellowstone County Communications (911) Center with a backup control at the Laurel Communications Center. The sirens can be sounded individually, in zones, or all at the same time and tests of the system occurs regularly. Yellowstone County also relies on the National Weather Service who broadcasts weather related information 24 hours a day, 7 days a week on a designated frequency for south central Montana. A NOAA weather radio tuned to that frequency can sound an alert tone for severe weather and alert the public to the weather condition. The Weather Service will also broadcast other non-weather emergency information if it is threatening to the public. In addition DES cooperates with the Billings Area Broadcasters as well as the National Weather Service to maintain the Emergency Alerting System (EAS) Plan for the South Central Montana Operational Area which includes Yellowstone County and the neighboring counties. All broadcast stations (radio and TV) are part of the local, state, and national EAS to alert and wam the citizenry of any impending or occurring emergency or disaster. The primary alerting station is KEMC-FM - 91.7mhz and the secondary alerting station is KGHL-AM- 790khz. These stations, as well as the National Weather Service, broadcast emergency information to the public in the South Central Montana EAS Operational Area which includes the following counties and their county seats: Yellowstone (Billings), Big Horn (Hardin), Carbon (Red Lodge), Stillwater (Columbus), Sweetgrass (Big Timber), Wheatland (Hadowton), Golden Valley (Ryegate) and Musselshell (Roundup). JANUARY 14, 2010 MINUTES 6 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8- AVENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR Emergency Operations Center - this is a joint City/County facility where key officials gather to conduct emergency operations. DES maintains the EOC to include radios, telephones, supplies, maps, and furnishings. When in operation, DES manages and coordinates all EOC activities. The EOC provides for: (1) direction and control, (2) information collection, evaluation, display and dissemination, (3) coordination of response activities, and (4) resource management. Exercises - DES participates and coordinates exercises with all emergency responders (fire, police, EMS, airport, hospitals, etc.) simulating emergencies that could happen in Yellowstone County through the Exercise Design Subcommittee of the LEPC (Local Emergency Planning Committee). This committee has taken the lead role in the planning and coordinating of all disaster exercises. Emereency Dedaradons and Levies - DES is responsible for recommending an emergency declaration or disaster declaration to the policy bodies of city and county government, preparing disaster declaration resolutions, serving as the City and/or County's authorized agent for FEMA declared disasters (e.g. floods of 1978 and 1997), and managing the authorized emergency levy. Rural Fire Protection Prooram - the DES Director serves as the County Fire Chief, Fire Warden, and Administrator of the rural fire protection program. The County contracts with eleven volunteer fire departments for grass and wildland fire protection. DES serves as the County's chief advisor to all fire districts and fire service areas for all fire related matters and coordinates with the Department of Natural Resources for state fire support on County wildland fires. Fire protection in Yellowstone County (outside the incorporated cities of Billings, Laurel and Broadview) is essentially divided into two parts - structural protection and wildland protection. The structural protection for homes, farmsteads, commercial buildings and all other improvements on the property is provided by a legally created fire district or fire service area per Montana Law (see separate sections). The other part of fire protection in Yellowstone County is the rural wildland fire protection. By Montana Law (7-33-2201 through 7-33-2211, MCA), the county is responsible for suppressing fires to protect range, farm and forest lands. Yellowstone County provides this protection by having a rural fire levy from the county general fund and using the funds to contract with the volunteer fire departments throughout Yellowstone County. The county is divided up into geographic areas showing the fire districts, fire service areas and the wildland fire protection areas. In many instances the wildland fire protection area boundaries are the same as the fire district or fire service area boundaries. The minimum level of protection is wildland fire protection, and all of Yellowstone County is protected by a rural volunteer department. Barricade roads, clear roads of debris, etc. Provide life saving measures & assistance to private persons & property by notifications through media, NOAA weather radio. • Alert Red Cross for immediate sheltering needs, if necessary. • Arrange rescue of persons where necessary (emergency crews will not be asked to rescue livestock & pets) • Provide sandbags for sale, subject to availability. (see [icy) • Activate Emergency Operations Center as necessary to coordinate activities. • Declare emergency or disaster, as necessary. Levy 2 emergency mills, if necessary. • Request State to have a Natural Disaster Determination by Secretary of Agriculture (emergency low interest loans, SBA assistance and tax consideration). • Provide damage assessment assistance to state and federal government. • Provide assistance to FEMA in opening Disaster Assistance Center(s) (DAC) to provide assistance to individuals (primarily low interest loans, temporary housing, etc.). • Provide for the recovery activities of public property - restore roads, bridges, etc. • Keep records to assure proper reimbursement from state and federal governments. Other duties that are key to the community include public information and education; planning for emergencies, participating in exercises, maintaining a list of emergency resources within the county. Grants management. SALVATION The Salvation Army is often among the first on the scene when disaster strikes. Officers are trained to ARMY meet all kinds of emergencies by providing food, shelter, clothing and spiritual comfort. Disaster canteens have become familiar sights to firefighters, police officers and victims alike. MOBILE UNIT LEPC members were invited to see the disaster 'canteen' vehicle. It is here to launch an emergency response plan and wants to be engaged in the community response. The unit contains a complete kitchen and storage that allows workers the ability to quickly prepare approximately 1200 meals a day. The Salvation Army is officially recognized by federal, state and local governments across the country as a sanctioned disaster relief and assistance organization. As a relief organization within the National Voluntary Organizations Active in Disaster (NVOAD). The Salvation Army was involved in the development of the Federal Emergency Management Agency's (FEMA) recently released National Response Framework. The Army is recognized within this framework. The Army provides relief services to communities impacted by both natural and man-made disasters until the service is no longer needed by the community. When initiating a disaster relief operation, the first aim is to meet the basic needs of those who have been affected, both survivors and first responders. Even at this level, The Salvation Armys workers are ministering in that they serve as a means of expressing God's love to those in need. The Salvation Army's primary goals are to offer: Material comfort; Physical comfort; Spiritual and Emotional comfort Volunteers are always needed.
