LAUREL URBAN RENEWAL AGENCY

had a death in the family)

Minutes from the previous meets were approved as submitted.
Linda is the new President of the Chamber. The Billings Chamber has a leadership program for
younger business people that we should look at for Laurel. They discuss networking and letting
people become aware of new business wanting to come to the area. Laurel used to have a leads
program that might be considered starting again.
Laurel Alive has filed all paper work for the Caboose project. Craig Frolich is checking the site
elevation.
Amos Lee presented an idea for a mural to be put on the side of the candy store and will be
done by local youth as part of Art Camp. The mural will be 45' x 9'. There needs to be an
awning put up to protect the mural. This could be part of the fagade program. Local business
will be approached for ads and signs to be incorporated into the mural. The need to raise about
$20,000. Prints will be for sale for $500 and will be personalized. Daniel Klein suggested the TIF
district participate in the awning and/or the painting with a specific amount of money be
determined later. This could be a good kick off to the fagade program.
James advised us of a meeting in Billings where they will be discussing their facade program,
their technical assistance program and their revolving loan program in relation to their historic
preservation.
James also will report to city council about our need to have a representative attend our
meetings to lend authority to Laurel Urban Renewal Agency before we start spinning our
wheels. We may also plan on going to council meetings and be put on their schedule as needed.
We need to make formal plans with details to have city council approve before final documents
are created.
Look into formalizing 501 c3 status as Sam Painter had laid out last meeting.
We will decide in Feb. as to how to continue with the surveys.
