HomeMy WebLinkAboutCity Council Minutes 10.04.1983Minutes of the City Council of Laurel October 4, 1983 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order 'by Mayor Albert Ehrlick at 7:02 p.m., on October 4, 1983. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Bill Brennan Marvin Carter Susan Carter Duane Behm Bob Gauthier Fred Feuerbacher, III COUNCIL MEMBEP~ ABSENT: Rob Harris MINUTES: Motion by Alderman Behm to approve the minutes of the regular meeting of September 20 and special meeting of September 21, 1983, as presented, seconded by Alderman Gauthier. Carried. CORRESPONDENCE: Only correspondence received was the minutes of September 14and September 21 from the Interlocal Cooperation Commission. CLAIMS: The claims were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion b~ Alderman Behm to approve the claims for the month of September, seconded by Alderman Kellogg. Motion carried. P~ESOLUTION NO. 2025 RE: SID 108: Motion by Alderman Marvin Carter to remove Resolution No. 2025 from the table, seconded by Alderman Behm. Motion carried. Discussion regarding drainage in proposed SID 108; added cost of approximately $1,800. Motion by Alderman Behm that the City Council authorize 50% of the share for drainage problems up to $3,000 on SID 108, seconded bY Alderman Brennan. Discussion on drainage. Curt McKenzie - Mel Krug wanted to know about three items: 1) 5' easement - is it wide enough? Larry Herman said that there isn't a footage easement, it's a general easement. 2) Will it be restored to original condition? Should be done by the contractor. 3) Wilt perforated pipe be put in under the ditch? More discussion. Motion by Alderman Marvin Carter to amend Alderman Behm's motion to read that none of the $3,000 be used north of 13th, only to cross 13th and into the park, seconded by Alderman Brennan. Discussion. Alderman Behm "YES" Alderman Kellogg "NO" Alderman Brennan "NO" Motion by Alderman Feuerbacher that we spend up to $3,000 from the park up to the bottom of the SID, seconded by Alderman Behm. Discussion. Alderman Feuerbacher withdrew his motion and Alderman Behm withdrew his second to the motion. More discussion. Motion by Alderman Marvin Carter to table Resolution Nc. 2025 until the next Council meeting or until a special meeting is called, seconded by Alderman Kellogg. Motion by Alderman Bghm that the City allocate Up to $3,000 to extend that drain under 13th and as far into the park as the money will carry, seconded by Alderman Brennan. Motion carried. RESOLUTION NO. 2025 A RESOLUTION PROVIDING FOR THE RECEIVING OF BIDS AND THE LETTING OF A CONTRACT FOR THE CONSTRUCTION OF IMPROVEMENTS IN SPECIAL IMPROVEMENT DISTRICT NO. 108. Motion by Alderman Behm that Resolution No. 2025 be passed and adopted, seconded by Alderman Marvin Carter. Motion carried with Alderman Kellogg voting, "NO." ORDINANCE NO. 718A (first reading) AMENDING SECTION 2°20 OFTHE LAUREL MUNICIPAL CODES, RESERVE POLICE FORCE AND AUXILIARYPOLICE FORCE. Motion by Alderman Brennan that Ordinance No. 715A be passed and adopted, seconded by Alderman Behm. Upon taking a roll call vote, all aldermen present voted, "YES." Motion carried. COMMITTEE REPORTS: Minutes of the City Council of Laurel Street & Alley Committee minutes Of October 3, 1983, were presented and reviewed. Motion by Alderman Feuerbacher to adopt and enter into the records the Street & Alley Committee minutes of October 3, 1983, seconded by Alderman Marvin Carter. Motion carried. Alderman Behm referring to Street and Alley Committee - discussion on City crew repairing/ patching of streets. Motion b~ Alderman Behm that the Street and Alley Committee draw up a resolution regarding the patching of streets, seconded by Alderwoman Sue Carter. Motion carried. Cemetery Committee minutes of September 28, 1983, were presented and reviewed. Motion by Alderman Marvin Carter to adopt and enter into the record the Cemetery minutes of September 28, 1983, seconded by Alderman Kellogg. Motion carried. Park Committee minutes of September 27, 1983, were presented and reviewed. Investment Committee minutes of September 26, 1983, were presented and reviewed. Garbage Committee minutes of September 26, 1983, were presented and reviewed. Motion by Alderman .Marvin Carter to adopt and enter into the record the Garbage Committee minutes of September 26, 1983, seconded by Alderwoman Sue Carter. Motion carried. License Committee minutes of September 28, 198~ were presented and reviewed. Motion by Alderman Brennan to grant a City license to Alan L. Walter dba AW Repair, seconded by Alderman Kellogg. Motion carried. Motion by Alderman Brennan to grant a City license to Warren Toast dba W.B.T. Enterprises, seconded by Alderwoman Sue Carter. Motioncarried. Motion by Alderman Brennan to grant a City license to Christy Elsenpeter and Kathy Metzger dba Das Gift Shoppe, seconded by Alderman Marvin Carter. Motion carried. Motion by Alderman Brennan to adopt and enter into the record the License Committee minutes of September 28, 1983, seconded by Alderwoman Sue Carter. Motion carried. BUDGET/FINANCE COF~4ITTEE: Alderman.Behm reported that the Water Plant is in need of a new furnace for chlorine room ~;approximatety $790. Also John Smith on the pump at the Airport, approximately $900. The Airport Authority will pay for it and the water fund will reimburse them out of their 1984-85 budget. The City Clerk presented the following resolution: RESOLUTION NO. 2030 page 4 Minutes of the City Council of Laurel APPROVING THE USE OFAN "AGREEMENT BY PROPERTY OWNER, OR AGENT TO PAY UTILITY BILLS DURING PERIODS WHEN PROPERTY IS UNOCCUPIED" FORM TO BE USED IN THE CITY CLERK'S OFFICE. Motion by Alderman Kello99 that Resolution No. 2030 be passed and adopted, seconded by AldermanBrensan. Motion carried. MAYOR'S COMMENTS: Alderman Kellogg stated the Public Utillties Committee hadn't met, but he wished to inform the Council they are replacing water lines. Therefore, the meters will have to be estimated this month. After discussion on estimating meter readings, it was decided that this would not be done. Discussion regarding putting someone from theoffice on the Public Utilities Committee. Dave Michael reported on the painting of the standpipe. Also the problems at the Waste- water Treatment Plant. Peg Kamerzel asked County to send copies of delinquent tax payers whose property will go up for sale. Darrell L. McGillen stated October 9--15 will be National Fire Prevention Week. The Fire Department is holding an open house on Wednesday, October 12 from 7--9 p.m. Council is invited to attend. City Treasurer, Peg Kamerzel, asked permission to leave the State. Motion by Alderman Feuerbacher to grant Peg permission to leave the State. Motion carried. There being no further business to come before the Council at this time, the meeting was adjourned at 9:03 p.m. Donald L.
