MAIN STREET Members present: Shirley McDermott, Dirk Frickel, Dean Rankin, Daniel Klein, Bruce McGee Advisors present: Janice Lehman, Steve Zeier others present: Bill Kampfer, Linda Frickel, Cynthia Ware, Mary Embleton, James Caniglia, Sam Painter Correction of minutes for last meeting, Linda Frickel was in attendance but omitted from the minutes in error Steve Diefenderfer's term is due to expire the end of December, Dean will try to find out if he would like to continue Bruce McGee's term was due to expire the end of December but the mayor has already extended it. Mary presented the Agency with a simplified summary of the budget for fiscal year 2009- 2010. Very helpful and was passed out to all in attendance. A copy can be provided if needed. Sam Painter, City Attorney, attended to provide answers to legal issues in setting up programs. The Agency is the recommending body to City Council. Sam suggested 3 steps for the Agency to follow. Step 1: Propose work programs, proposed budget and who will administer. This is required. Step 2: Go back to City Council when action will be taken and when expenditures are needed. Step 3: If needed as City Council for more authority to be able to take more liberal action Sam suggested we try to obtain "non-profit" status which possible could be achieved thru Laurel Alive who gets theirs thru Laurel Revitalization-work thru Judy Goldsby of Laurel Alive Daniel made a motion to combine all 3 programs, develop a plan and eventually present to City Council for approval. Passed unanimously Our Program Plan could include 1) S 4th sewers 2) 2009 East Main water and sewers 3) 2010 West Main water and sewers. Thank you to Mary and Sam for their time and clear explanations. Page 2 December 7, 2009 Laurel Alive - Linda The Caboose is ado! MRL waived the owned/ non-owned auto coverage on the insurance. Laurel Alive now has the right of entry to place the Caboose. Need to send Montana Dept. of Trans. A request to put up signs---usually takes about 30 days. Next project? Maybe the grain elevator receptacles. James will provide us with the facade plans and pictures from Butte. State Historic Preservation likes Butte's facade program to help historic preservation. Sarah Adamson has been working on the historic preservation and has turned in 65 buildings with 9 "on the fence". There is a 20% tax credit for historic preservation Steve Zeier said the county could get involved to provide or assist in grant wrting. Surveys, face to face will continue thru January 2010 then will discuss sending letters. Look into a business charge of $10 to $15 monthly for street cleaning, trash pickup weeds, trimming trees, plowing sidewalks similar to Billings.
